This request is being made by the Arkansas Children's
Hospital to rezone some of their recent acquisitions to 0-2.
Several years ago, the City started working with the
hospital to rezone their holdings to 0-2, the Office and
Institutional District. The proposed reclassification
before the Commission is part of their continuing effort to
rezone the hospital's land to the 0-2 district. The
rezoning involves parts of two blocks that are bordered by
Battery, Wolfe, Summit, Maryland, West 10th, West 11th and
West 12th. Both blocks are occupied by various types of
structures and the existing zoning is R-3, R-4, R-5, R-6,
0-3 and I-2.
zoning in the surrounding neighborhoods is very similar to
the two blocks in question, and is R-3, R-4, R-5, 0-2, 0-3,
C-3 and I-2. Land use is just as diverse as the zoning and
includes single family, multifamily, elderly housing,
office, commercial, auto services, churches and the Arkansas
Z-4 36-J (Co
Children's Hospital. With the exception of the 0-2 for the
hospital's property, there is no established zoning pattern
in the neighborhood.
Rezoning the blocks to 0-2 conforms to the Central City Plan
and is the proper district for the user. The 0-2
reclassification will help clean up some of the zoning
clutter in the area and do away with some inappropriate C-3
and I-2 zoning. (0-2 is a site plan review district and the
Planning Commission will have to review plans prior to any
I development taking place on the sites.)

Bill Ruck was present and addressed the Commission during
the Consent Agenda. Mr. Ruck requested that the Subdivision
Committee meeting requirement for site plan review be
waived, and asked that the necessary site plan review be
Placed on the February 9, 1993 agenda.
The Planning Commission voted on Mr. Ruck's request and the
0-2 rezoning as part of the Consent Agenda. The vote was
9 ayes, 0 nays and 2 absent for approval.
