B. Staff Analvsis:
MEMS Ambulance Service occupies the I-2 zoned property
located at 1001 West 8th Street. MEMS proposes to construct
a canopy addition onto the rear of the building for a
vehicle washing area. The canopy will have a rear yard
setback of 7 feet. The Code requires a rear yard setback in
the I-2 district of 25 feet.
Staff believes the variance request to be reasonable. The
MEMS facility backs up to I-630 and the Chester Street
on-ramp. The facility sits at a higher elevation than the
freeway. The large open expanse of interstate right-of-way

provides adequate open space between this development and
any other properties. The area between the facility and the
freeway is landscaped to provide some screening. There is a
gap in the landscaping to the southeast of the proposed
vehicle wash area which will allow for traffic on the
interstate to see into the eastern end of the wash area.
The applicant should provide additional plantings to "fill-
in" the gap in landscaping at this point.
C. Staff Recommendation:
Staff recommends approval of the requested rear yard setback
variance subject to compliance with the following
conditions:
1. Additional landscape materials (trees and shrubs) are to
be planted to the southeast of the vehicle wash area to
fill-in the gap in landscaping so as to better screen
the activity from traffic on I-630 and the Chester
Street on ramp.
2. Compliance with Public Works Comments, including any
variance of those requirements as may be granted by the
Board of Directors.

Pat McGetrick was present representing the application. There
were no objectors present. Staff presented the item and a
recommendation of approval, subject to compliance with the two
conditions outlined in the "staff recommendation" above.
The applicant offered no additional comments.
The item was placed on the consent agenda and approved as
recommended by staff. The vote was 5 ayes, 0 noes and 0 absent.
