3 A RESOLUTION REGARDING THE SOURCES AND USES OF FUNDS
4 PROVIDED IN THE 2023 CDBG, HOME AND HOPWA FUNDS FROM
5 THE UNITED STATES GOVERNMENT; AND FOR OTHER PURPOSES.

7 WHEREAS, as a Regulatory Requirement, a public hearing must be conducted regarding proposed
8 uses of 2023 CDBG, HOME and HOPWA Funding which the City expects to receive from the United
9 States Department of Housing and Urban Development;and,
10 WHEREAS, the City's projected 2023 entitlements total Three Million, Two Hundred Ninety
11 Thousand,Three Hundred Fifteen Dollars($3,290,315.00);funding in the amount of Three Million,Seven
12 Hundred Seventy-Seven Thousand, Nine Hundred Fifty and 68/100 Dollars ($3,777,950.68) is available,
13 including Four Hundred Eighty-Seven Thousand, Six Hundred Thirty-Five and 68/100 Dollars
14 ($487,635.68) in 2022 Program Income Funds; and,
15 WHEREAS,the proposed uses of the City's 2023 Entitlement Funds were developed with extensive
16 citizen participation, including one (1)public hearing, four(4) public meetings throughout the City and a
17 seventeen (17)-member Consolidated Planning Committee; and prior to this public hearing, the
18 Consolidated Planning Committee developed a slate of projects to recommend for Board approval so that
19 the public hearing will give citizens an additional opportunity to review and comment on the proposed uses
20 of the 2023 CDBG,HOME and HOPWA Funding; and,
21 WHEREAS, the Consolidated Planning Committee will submit an allocation of funds as its
22 recommendation to the Board.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The 2023 Consolidated Planning Proposed Sources and Uses of Funding is attached as
26 Exhibit A.
27 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
31 resolution.
32 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
33 hereby repealed to the extent of such inconsistency.
