RESOLUTION NO. 4 15,626 (FEBRUARY 15, 2022); TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A TEN (10)-MONTH CONTRACT EXTENSION WITH 6 OUR HOUSE, TO PROVIDE COMMUNITY VIOLENCE REDUCTION 7 SERVICES AND ACTIVITIES TO THE RESIDENTS OF THE CITY OF 8 LITTLE ROCK, ARKANSAS, TO REDUCE COMMUNITY VIOLENCE 9 AND INCREASE PUBLIC SAFETY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 12 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds 13 through the American Rescue Plan Act(ARPA)to the City of Little Rock, Arkansas("the City"); and, 14 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 15 Five Hundred Thousand Dollars($1,500,000.00),are listed as such use in the resolution; and, 16 WHEREAS, in Little Rock,Ark., Resolution No. 15,626(February, 15,2022),the City Manager was 17 authorized to enter into an Agreement with Our House, in an amount not to exceed Two Hundred 18 Thousand Dollars ($200,000.00), to provide Contractual Services and Activities designed to reduce 19 violence;and, 20 WHEREAS,the program services began in April 2022; and, 21 WHEREAS, upon the formal adoption of Resolution No. 15,626 a contract was negotiated, 22 finalized and executed with each of the qualified organizations within the amount of ARPA Funds that 23 had been identified for Community Violence Intervention Programs; and, 24 WHEREAS, as of January 2023, Our House had expended Fifty-One Thousand, Eight Hundred 25 Seventy-Five and 23/100 Dollars($51,875.23). 26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The Board of Directors hereby authorize the City Manager to enter into a ten (10)-month 29 contract extension Our House to allow the organization to expend all funds allocated to mental health 30 access to provide Contractual Services and Activities designed to reduce violence. 31 Section 2. The remainder of Funds for this program are available from Account No. 271159- 32 G0316AR15A6-63391. 33 Section 3. The term for the contract extension amendment shall be for a period no longer than ten [Page 1 of 21 1 (10) months to begin on or about March 1, 2023, through January 1, 2024, with a final report due 2 February 1, 2024. 3 Section 4. All payments are conditioned upon entry into a contract amendment for the extension of 4 services; further, nothing in this resolution limits the ability of the City, in its sole discretion, to procure 5 similar services from another vendor during the term of the contract authorized here. 6 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 8 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 10 resolution. 11 Section 6. Repealer.
