3 A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION NO.
4 15,623 (FEBRUARY 15, 2022); TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A SIX (6)-MONTH CONTRACT EXTENSION WITH
6 BRANDON HOUSE CULTURAL ARTS TO PROVIDE COMMUNITY
7 VIOLENCE REDUCTION SERVICES AND ACTIVITIES TO THE
8 RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS, TO
9 REDUCE COMMUNITY VIOLENCE AND INCREASE PUBLIC
10 SAFETY; AND FOR OTHER PURPOSES.

12 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors
13 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds
14 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and,
15 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million,
16 Five Hundred Thousand Dollars($1,500,000.00),are listed as such use in the resolution; and,
17 WHEREAS, in Little Rock,Ark.,Resolution No. 15,623 (February, 15,2022),the City Manager was
18 authorized to enter into an Agreement with the Brandon House Cultural Arts, in an amount not to exceed
19 Forty-Four Thousand, Four Hundred Thirty-Two Dollars ($44,432.00), to provide Contractual Services
20 and Activities designed to reduce violence; and,
21 WHEREAS,the program services began in May 2022;and,
22 WHEREAS,upon the formal adoption of Resolution No. 15,623 a contract was negotiated, finalized
23 and executed with each of the qualified organizations within the amount of ARPA Funds that had been
24 identified for Community Violence Intervention Programs;and,
25 WHEREAS, as of January 2023, Brandon House Cultural Arts had expended Thirty-Two Thousand,
26 Three Hundred Eighty-One and 96/100 Dollars($32,381.96).
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board of Directors hereby authorize the City Manager to enter into a six (6)-month
30 contract extension with the Brandon House Cultural Arts, to allow the organization to expend all funds
31 allocated to mental health access to provide Contractual Services and Activities designed to reduce
32 violence.
33 Section 2. The remainder of Funds for this program are available from Account No. 271159-
34 G0316AR15A4-63391.

1 Section 3. The term for the contract extension amendment shall be for a period no longer than six(6)
2 months to begin on or about March 1, 2023, through September 1, 2023, with a final report due October
3 1,2023.
4 Section 4. All payments are conditioned upon entry into a contract amendment for the extension of
5 services; further, nothing in this resolution limits the ability of the City, in its sole discretion, to procure
6 similar services from another vendor during the term of the contract authorized here.
7 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 resolution.
12 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
13 limited to Little Rock, Ark., Resolution No. 15,623 (February 15, 2022), that are inconsistent with the
14 provisions of this resolution, are hereby repealed to the extent of such inconsistency.
