RESOLUTION NO. 4 15,621 (FEBRUARY 15, 2022); TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A SIX (6)-MONTH CONTRACT EXTENSION WITH 6 UNITY MARTIAL ARTS TO PROVIDE COMMUNITY VIOLENCE 7 REDUCTION SERVICES AND ACTIVITIES TO THE RESIDENTS OF 8 THE CITY OF LITTLE ROCK, ARKANSAS, TO REDUCE 9 COMMUNITY VIOLENCE AND INCREASE PUBLIC SAFETY; AND 10 FOR OTHER PURPOSES. 11 12 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 13 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds 14 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and, 15 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 16 Five Hundred Thousand Dollars($1,500,000.00),are listed as such use in the resolution; and, 17 WHEREAS, in Little Rock,Ark.,Resolution No. 15,621 (February, 15,2022),the City Manager was 18 authorized to enter into an Agreement with Unity Martial Arts, in an amount not to exceed Twenty-Eight 19 Thousand,Five Hundred Dollars($28,500.00),to provide Contractual Services and Activities designed to 20 reduce violence; and, 21 WHEREAS,the program services began in August 2022; and, 22 WHEREAS, upon the formal adoption of Resolution No. 15,621 a contract was negotiated, finalized 23 and executed with each of the qualified organizations within the amount of ARPA Funds that had been 24 identified for Community Violence Intervention Programs; and, 25 WHEREAS,as of January 2023, Unity Martial Arts had expended Ten Thousand, Four Hundred Ten 26 Dollars($10,410.00) to provide an Afterschool Program serving Dr. Martin Luther King, Jr., Elementary 27 School. 28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 29 OF LITTLE ROCK,ARKANSAS: 30 Section 1. The Board of Directors hereby authorize the City Manager to enter into a six (6)-month 31 contract extension with the Unity Martial Arts, to allow the organization to expend all funds allocated to 32 mental health access to provide Contractual Services and Activities designed to reduce violence. 33 Section 2. The remainder of Funds for this program are available from Account No. 271159- 34 G0316AR15A9-63391. [Page 1 of 21 1 Section 3. The term for the contract extension amendment shall be for a period no longer than six(6) 2 months to begin on or about March 1, 2023, through August 1, 2023, with a final report due October 1, 3 2023. 4 Section 4. All payments are conditioned upon entry into a contract amendment for the extension of 5 services; further, nothing in this resolution limits the ability of the City, in its sole discretion, to procure 6 similar services from another vendor during the term of the contract authorized here. 7 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 9 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 11 resolution. 12 Section 6. Repealer.
