3 A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION NO.
4 15,625 (FEBRUARY 15, 2022); TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A SIX (6)-MONTH CONTRACT EXTENSION WITH
6 THE BOYS & GIRLS CLUBS OF CENTRAL ARKANSAS TO PROVIDE
7 COMMUNITY VIOLENCE REDUCTION SERVICES AND ACTIVITIES
8 TO THE RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS,
9 TO REDUCE COMMUNITY VIOLENCE AND INCREASE PUBLIC
10 SAFETY; AND FOR OTHER PURPOSES.

12 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors
13 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds
14 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and,
15 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million,
16 Five Hundred Thousand Dollars($1,500,000.00), are listed as such use in the resolution; and,
17 WHEREAS,in Little Rock,Ark., Resolution No. 15,625 (February, 15,2022),the City Manager was
18 authorized to enter into an Agreement with the Boys&Girls Clubs of Central Arkansas, in an amount not
19 to exceed Eighty-Three Thousand, Seven Hundred Eighty-Eight Dollars ($83,788.00), to provide
20 Contractual Services and Activities designed to reduce violence; and,
21 WHEREAS,the program services began in April 2022; and,
22 WHEREAS, upon the formal adoption of Resolution No. 15,625 a contract was negotiated,
23 finalized and executed with each of the qualified organizations within the amount of ARPA Funds that
24 had been identified for Community Violence Intervention Programs; and,
25 WHEREAS, as of January 2023, the Boys & Girls Clubs of Central Arkansas had expended Fifty-
26 Four Thousand,Four Hundred Eighty-Five and 50/100 Dollars($54,485.50).
27 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board of Directors hereby authorize the City Manager to enter into a six (6)-month
30 contract extension with the Boys & Girls Clubs of Central Arkansas, to allow the organization to expend
31 all funds allocated to mental health access to provide Contractual Services and Activities designed to re-
32 duce violence.
33 Section 2. The remainder of Funds for this program are available from Account No. 271159-
34 G0316AR15A3-63391.

1 Section 3. The term for the contract extension amendment shall be for a period no longer than six(6)
2 months to begin on or about March 1, 2023, through September 1, 2023, with a final report due
3 September 1,2023.
4 Section 4. All payments are conditioned upon entry into a contract amendment for the extension of
5 services; further, nothing in this resolution limits the ability of the City, in its sole discretion, to procure
6 similar services from another vendor during the term of the contract authorized here.
7 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 resolution.
12 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
13 limited to Little Rock, Ark., Resolution No. 15,625 (February 15, 2022), that are inconsistent with the
14 provisions of this resolution,are hereby repealed to the extent of such inconsistency.
