HomeMy WebLinkAbout15874 1 RESOLUTION NO. 15,874 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH MICHAEL BAKER INTERNATIONAL,INC., 5 IN AN AMOUNT NOT TO EXCEED TWO HUNDRED NINETY-FOUR 6 THOUSAND, SIX HUNDRED THIRTY-FOUR DOLLARS ($294,634.00), 7 FOR THE HILARO SPRINGS BRIDGE REPLACEMENT PROJECT;AND 8 FOR OTHER PURPOSES. 9 10 WHEREAS, the Hilaro Springs bridge over Little Fourche Creek, which was built in 1936, is an 11 important minor arterial linking Scott Hamilton Drive and the Upper Baseline Windamere Neighborhoods 12 to the Willow Springs area;and, 13 WHEREAS, recent reports from the routine Arkansas Department of Transportation Inspection 14 Program revealed that the bridge is in very bad condition with extensive spalling, or breaking away of 15 concrete, from the bridge deck, support columns and bents allowing exposed reinforcing steel to corrode; 16 and, 17 WHEREAS, preliminary engineering recommendations show that at a minimum, the bridge needs 18 extensive repair work that will only temporarily extend the life of a bridge that is already very old and 19 functionally obsolete due to narrow lane widths, lack of proper shoulders and no provisions for pedestrian 20 passage;and, 21 WHEREAS, grant assistance is available for the replacement of bridges for which preliminary 22 engineering design and environmental clearance has been completed;and, 23 WHEREAS,the City has selected the Engineer under an Annual Statement of Qualifications process, 24 Bid No. 1625, to render all the preliminary design, environmental clearance work other necessary 25 engineering services to prepare for a Bridge Replacement Grant. 26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The City Manager is hereby authorized to enter into an agreement with Michael Baker 29 International,Inc., in an amount not to exceed Two Hundred Ninety-Four Thousand, Six Hundred Thirty- 30 Four Dollars($294,634.00),for Professional Engineering Consultant Services for the Hilaro Springs Bridge 31 Replacement Project. 32 Section 2. Funding for this project is from un-allocated funds for projects of city-wide significance 33 from the 3/8-Cent Capital Improvement Sales Tax and Limited Tax General Obligation Capital Bond 34 Improvement Programs,Account No. 326409-73105-TS40A07. [Page 1 of 21 1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 5 resolution. 6 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with 7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 8 ADOPTED: February 7,2023 9 AT T• APPROVED: 10 i!
