To receive approval for a revised conditional use permit
that includes moving the playground from the West 83rd
Street area to a new lot that has been included in this
proposal. The new lot will contain additional parking (43
spaces) and a bus garage. The applicant is also requesting
two driveways on West 83rd Street and that Hinkson Road be
made a two way street. The property is zoned "R-2"/C.U.P.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to Cloverdale Elementary School in a mixed use
area.
2. Compatability with Neighborhood
This site is compatible with the surrounding area.
3. On -Site Drives and Parking
The proposal asks for one additional drive on
West 83rd Street and adds 43 additional parking spaces
to the originally approved plan (total parking spaces
approximately 275).
4. Screening and Buffers
No landscape plan has been submitted.
5. Analysis
The staff supports the revised conditional use permit.
The applicant needs to submit a revised site plan that
includes the dimensions of all buildings and a
landscape plan.

6. City Engineering Comments:
(1) Reduce the existing driveway on West 83rd Street to 15
feet in width for approximately 25 feet and sign it as
one-way, in.
(2) Reduce access points to 2 on Hinkson Road.
* NOTE - The applicants need to pursue the changing of
Hinkson Road to a two-way street as a noncommission matter
With the Engineering staff.
STAFF RECOMMENDATION:
Approval, Provided the applicant agrees to: (1) submit a
revised site plan that includes the dimensions of all
structures and incorporates the changes required by the City
Engineering Staff; (2) comply with landscape requirements;
and (3) comply with City Engineering comments 1 and 2.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with staff
recommendations. The Waterworks stated that an on-site fire
protection system would be required.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 10 ayes, U noes, 1 absent to approve the
application as recommended by the staff, reviewed by the
Subdivision Committee, and agreed to by the applicant.

To construct, in phases, an expansion of the existing
sanctuary (from 450 to 600-700 capacity), a new 57,200
square foot gymnasium (two-story), a bell tower, and 125
paved parking spaces on land that is zoned "R-2."'
ORDINANCE DESIGN STANDARDS:
1. Site Location
This site is located adjacent to an elementary school
in a mixed use area.
2. Compatibility with Neighborhood
This site is compatible with the surrounding area.
3. On -Site Drives and Parking
This site contains an estimated 112 paved parking
spaces and 3 access drives (one on 83rd Street and two
on Frenchman Street (private street). The proposal
contains 125 new paved parking spaces and 2 new access
drives on Hinkson Road.
4. Screening and Buffers
No landscape plan has been submitted.
5. Analysis
The staff does not feel that this proposal would have
an adverse impact on the surrounding area. There are
some issues that need to be discussed. The applicant
needs to submit a landscape plan for this project. The

parking area will be reduced by approximately 80 spaces
due to building construction. The parking will,
however, be adequate, as long as the new parking lot is
constructed prior to the building construction
(approximately 157 spaces). In addition, the applicant
needs to dedicate and construct Hinkson Road to
residential street standards along the parking lot
frontage.
Notes
*Maximum allowable height for bell tower is 35 feet.
*Approval for this plan should not be construed as a
guarantee or endorsement of access to Frenchman Street
(Frenchman Street is a private street).
6. Staff Recommendation
The staff recommends approval, provided that the
applicant agrees to:
(1) Dedicate and construct Hinkson Road to residential
street standards along the parking lot frontage;
Submit a landscape plan; and
( Construct parking lot prior to construction of
gymnasium.
SU VISION COMMITTEE REVIEW:
The applicant was present and requested that landscaping be
implemented along with each phase. The applicant was in
agreement with staff recommendation. The applicant also
stated that he would submit a revised site plan to staff.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 7 ayes, 0 noes, 4 absent to approve this
application as recommended by staff.
