STAFF ANALYSIS•
In 1984, the two lots in question were rezoned to "MF -6" as
part of a large rezoning request that involved close to 200
acres. There are a total of eight lots along Dover Drive
and all eight are zoned "MF -611. The lots are platted for
single family residences and that's how they have been
marketed. Dover Drive is improved and terminates at the
northern zoning line of the "MF -611. At this time, the lots
are vacant, as are the "MF -12" and "MF -18" areas to the
north. Additional zoning action occurred in 1986 to clarify
the status of several out parcels to the north of this site.
The proposal is to construct a single family residence on
the two lots. To permit the proposed use, a rezoning to 11R-
2" is necessary because "MF -6" does not allow detached
single family units. Staff views single family development
as being more realistic for the lots and supports the
reclassification to 11R-211.
The I-430 District Plan reflects the existing zoning and
shows the lots for multifamily use. An 11R-2" rezoning will
not alter the basis direction of the plan, and Staff feels
that any inconsistency between the plan and the 11R-2" is an
insignificant issue.

Staff recommends approval of the "R-2" rezoning as
requested.
PLANNING COMMISSION ACTION: (June 5, 1990)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of the "R-2" rezoning as requested. The
motion passed by a vote of 10 ayes, 0 nays and 1 absent.
