The proposal is to convert a single family unit into a duplex. Over the years, the structure has been used for a duplex but not recently. The structure and lot can accommodate another conversion to a two family unit. The property is located in a neighborhood that has no established zoning pattern and a number of different land uses, so it does not appear that the duplex use would place a burden on the neighborhood. 2. The site is a typical residential lot with one structure on it. The property drops off from the West 2nd Street frontage to the rear of the lot. 3. There are no right-of-way requirements or Master Street Plan issues. 4. There have been no adverse comments received from the reviewing agencies at this writing. 5. There are no legal issues. 6. There is no documented neighborhood position or history on the site.' 7. The site is in an area that is part of the Woodrow Neighborhood. The plan for that neighborhood recommends the nonresidential land use pattern for February 28, 1984 Item No. 6 - Continued properties between West 2nd and West 3rd Streets. The majority of the property is already zoned "C-3." Because of the location and being a single lot, the rezoning to "R-4" should not affect the possibility of land assemblage and redeveloping the entire area. The staff supports the duplex use and rezoning. STAFF RECOMMENDATION: Staff recommends approval of the request. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. The Commission discussed the case briefly. A motion was made to recommend approval of the request as filed. The motion passed by a vote of 10 ayes, 0 noes and 1 absent.
