HomeMy WebLinkAboutZ-4130 Staff AnalysisDecember 13, 1983 Item No. 33 - Z-4130 Owner: Applicant: Location: Request: Purpose: Size: Existing Use: City of Little Rock Planning Commission South of Gillam Park Rezone from "R-2" to "M" Mining District Mining 34.42 acres + Vacant SURROUNDING LAND USE AND ZONING: North - Park, Zoned "R-2" South - Vacant, Zoned "R-2" East - Vacant, Zoned "R-2" West - Park, Zoned "R-2" STAFF ANALYSIS: The request is by the City of Little Rock in order to bring about a substantial trade of lands in the Fourche Bottoms. This portion of Gillam Park has been considered surplus lands by the Master Parks Plan and not included in the plan. The proposed trade, before it was given serious consideration, was reviewed by the staff of the Water Works in order to determine where the blasting would occur in what might be considered a danger zone for the large water storage tanks located in Gillam Park. The Water Works determined that the distance from the tanks to be adequate and approved the trade. Blasting at the proposed location would not occur any closer to the existing residential structures than is already taking place. The mining activities would be restricted to an area that is over two-thirds of a mile from the existing housing projects. The two locations are separated by large wooded areas. STAFF REOMMENDATION: Staff recommends approval of the application as filed. December 13, 1983 Item No. 33 - Continued PLANNING COMMISSION ACTION: The applicant, the City of Little Rock, was present. An attorney representing a property owner in the area addressed the Commission. He did not voice any objection to the rezoning, but rather had some questions that he wanted answered. A motion was made to recommend approval of the application as filed. The motion passed by a vote of 9 ayes, 0 noes and 2 absent.
