PLANNING CONSIDERATIONS:
1. The proposal is to convert a vacant lot into an auto
repair garage. The use is appropriate for the location
and compatible with the surrounding area which can be
described as a mix of residential and nonresidential
uses.
2. The site is flat and does not present any unique
physical characteristics.
3. Mabelvale Pike is classified as a minor arterial on the
Master Street Plan. Eighty feet of right-of-way is
required so dedication is necessary because the
existing right-of-way is deficient.
4. There have been no adverse comments received from the
reviewing agencies at this time.
5. There are no apparent legal issues associated with this
request.
6. The property was part of a large annexation that took
Place in 1979. The land was annexed as "R-2." There
is no documented neighborhood position concerning this
site.

7. The Suburban Development Plan has been amended to show
a neighborhood commercial strip for the two blocks to
the west which this property adjoins. Staff feels that
a commercial classification is more appropriate for
this site and the "C-4" zone accommodates the proposed
use. Industrial uses should be restricted to the east
side of Mabelvale Pike and not allow it to go to the
west beyond Mabelvale Pike. This property has a better
relationship to the proposed neighborhood commercial
center than the indistrial use across the street.
STAFF RECOMMENDATION:
Staff recommends denial of the "I-2" request and approval of
the "C-4" reclassification.
PLANNING COMMISSION ACTION:
The applicant, Gladys Hosman, was present and agreed to
amending the request to "C-4" as recommended by the staff.
A motion was made to recommend approval of the application
as amended. The motion passed by a vote of 9 ayes, 0 noes
and 2 absent.
