East River Island Plan and "R-2" Zoning
The East River Island Plan was presented at the last
Planning Commission retreat. At that meeting, it was
decided that the staff meet with the landowners
representatives and discuss some of the details of the plan.
Staff has met with the representatives of the major
landowners just north of I-440 and has discussed their plans
in more detail.
Before the staff proceeds with a Master Street Plan
amendment or the applicant pursues voluntary annexation, we
would like for the Planning Commission to review the plan's
concepts. The staff and applicant would like some Planning
Commission direction before we begin the full review
process.
PLANNING COMMISSION ACTION: (October 1983)
Jim Lawson discussed the East River Island Land Use Plan.
He explained that this was an island which is in litigation
over annexation. He further explained that a rock quarry
facility was being proposed at Fourche Dam Pike that
prompted the Land Use Plan.
The Planning Commission discussed the plan and the proposed
rezoning to "R-2." After some discussion, the Planning
Commission voted 11 ayes and 0 noes to defer the rezoning
and Land Use Plan to the December 13, 1983, to give the
Plans Committee a chance to review the issue.
PLANNING COMMISSION ACTION: (February 14, 1984)
Joe White made a presentation concerning the southern
portion of the East River Island Plan. He has been in
contact with several large landowners who desire industrial
land uses north of I-440. They also want the inclusion of
two streets on the Master Street Plan.
After some discussion, the Planning Commission voted to
defer the issue.

PLANNING COMMISSION ACTION: (2-28-84)
Jim Lawson gave a brief review of the past discussion of the
plan and rezoning. He explained that a decision needed to
be made concerning Joe White's Master Street Plan and Land
Use Plan amendments. After some discussion, the Planning
Commission decided to advertise the proposed Master Street
Plan amendment at the March 27, 1984, meeting. The Land Use
Plan will also be reviewed at that time.
The Planning Commission had no objections to the Land Use
Plan but wanted to resolve the Master Street Plan question
before approving the Land Use Plan.

Item No. 36 - East River Island Land Use Plan and "R-2"
Zoning - 2-4 1
The East River Island Land Use Plan covers an area which was
approved by the voters for annexation in November, but is
presently in litigation. It could be as long as a year
before the suit is resolved.
The City does have zoning jurisdiction in this area through
the two-mile, five -mile river zoning law. In order to
properly regulate this area, a land use plan was developed
to guide future zoning activities. The request for the plan
and exercising zoning jurisdiction originated with the Board
of Directors.
The staff recommends approval of the East River Island Land
Use Plan as proposed and the rezoning from unclassified to
"R-2."

Jim Lawson discussed the fact'that the East River Island
Lane Use Plan was on the agenda for the Commission retreat
on the 16th and suggested that the Planning Commission defer
acting on the island. After some discussion, the Planning
Commission agreed that it would be better to wait and
discuss the entire plan at the retreat meeting. It was
discussed that hopefully the plan could be resolved at the
retreat and will be back on the agenda for the January
meeting of the Commission.

Item No. 16 - East River Island Plan and Rezoning to "R-2"
This item has been deferred several times. The last
deferral was done to resolve the Master Street Plan
question, which is Item No. 15 on this agenda.

One resolution was to recommend the rezoning of the island
to "R-2" and the other resolution was the adoption of the
Land Use Plan. He also stated that the plan included the
overlay representing "LI" and "RB" north of I-440.

After some dsicussion, the Planning Commission voted to
recommend the "R-2" rezoning (Resolution No. 56) and the
plan adoption (Resolution No. 57). Both motions carried -
9 ayes, 0 noes, 1 absent and 1 abstention.
