Penick III Location: South Side of I-30, 800 feet East of the Intersection of Baseline Road and I-30 Request: Rezone from "R-2" Single Family to "I-2" Light Industrial Purpose: Manufacturing, Warehousing and Office Space Size: 12.2 acres Existing Use: Manufacturing, Warehousing and Office Space SURROUNDING LAND USE AND ZONING: North - Interstate Right -of -Way and Commercial, Zoned "C-3" South - Multifamily and Single Family, Zoned "R-2" East - Vacant, Commercial and Single Family, Zoned "C-3" and "I-2" West - Commercial, Zoned "R-2" PLANNING CONSIDERATIONS: 1. The request is for a site that is occupied by the Munsey Products facility which has both industrial and office uses which do not conform to the existing zoning. The operation was in place before the property was annexed into the City. The site is part of the I-30 frontage in southwest Little Rock that has a number of nonconforming uses to the west and a strip of "C-3" and some "I-2" zoning to the east. The present use will continue. 2. The site is flat and heavily developed with buildings and paved areas. On the west boundary is Mann Branch, a drainageway for the area. October 25, 1983 Item No. 7 - Continued 3. The Master Street Plan classifies Baseline Road as a principal arterial which requires an 80-foot right-of-way. The existing right-of-way is deficient and dedication will be required. 4. No adverse comments have been received by the reviewing agencies at this time. 5. There are no apparent legal issues associated with the request. 6. The site in question was part of a large area that was annexed in 1979 and brought into the City as "R-2." The property is one of the few remaining parcels with I-30 frontage that has not been reclassified to either commercial or industrial zone. The use has been in existence for a number of years. 7. The staff views this request as being compatible with the long-term plans for the area. The Suburban Development Plan recognizes a strip development district with a mix of uses for this location and this type of use is appropriate for the identified district. 8. The staff recommends approval of the "I-2" request and that no action be taken by the Board of Directors until the Planning Commission has an opportunity to review the site plan. PLANNING COMMISSION ACTION: The owner was not present, but the applicant, James H. Penick, was present. There were no objectors. The Commission discussed the application at length. A motion was made to recommend approval of the application as filed subject to a site plan review by the Planning Commission and that no action be taken by the Board of Directors until the Commission has completed its review. The motion passed by a vote of 11 ayes, 0 noes and 0 absent. NOTE: The Planning Commission reviewed and accepted the required notices, as mailed. The Commission requested that the notices for the site plan review be mailed as stated in the Bylaws.
