The property is occupied by a vacant building which will'be used for a photography studio if the request. is approved. This property is located on a peripheral of the City's downtown planning area and where there exists a mix of uses. The proposal is an appropriate use for the area. 2. The site does not feature any unique physical characteristics. 3, West 3rd Street has�a 60 -foot right-of-way and'all the improvements are in place. The street is shown as a principle arterial which requires an 80 -foot right-of-way. 4. There are no adverse comments on record from the reviewing agencies at this time. 5. The existing "C-4" zoning was a conversion from the old "G-1" downtown retail district with the adoption of the current Zoning Ordinance. There is no documented neighborhood position on the site. 7. The staff is of the opinion that the request is compatible with the long range plans for the area. 8. Staff recommends approval of the "C-3" request. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. The Commission discussed the request briefly. A motion was made to recommend approval of the application as filed. The motion was passed by a vote of 10 ayes, 0 noes and 1 absent.
