Fulmore 10400 Alexander Road Rezone from I-1 to R-2 Residential 0.76 acres Residential SURROUNDING LAND USE AND ZONING North - Vacant, zoned I-2 South - Single -Family, zoned R-2 East - Vacant, zoned 0-3 West - Single -Family, zoned I-2 STAFF ANALYSIS The proposal for 10400 Alexander Road involves replacing an existing single wide mobile home with a double wide unit. To allow the new residence, the owners must rezone the site from I-1 to R-2 and have a conditional use permit approved by the Planning Commission. (The conditional use permit request is Item No. 15 on this agenda.) The property has 114 feet along Alexander Road and a depth of 300 feet. The entire ownership extends back into the existing I-2 area. In 1983, the property was rezoned to I-1 as part of a rezoning request for a total of 22 acres. The area was reclassified to I-1 and I-2. The I-1 along Alexander Road continued the zoning pattern that was established to the west several years before the 1983 request. Zoning is R-2, 0-3, C-2, C-3, I-1, I-2, I-3 and PCD. In the immediate area, the majority of the north side of Alexander Road is zoned for nonresidential development, 0-3, C-2, and I-1. However, the existing use is single family residential or the property is undeveloped. Other uses found in the area are commercial and industrial. A high percentage of the land is vacant, including a majority of the industrial properties north of Alexander Road. Rezoning the site under consideration to R-2 is a reasonable option and staff supports the request. At this time, it appears that there is little demand for the industrial land November 16, 1993 ITEM N 23 Z-4098-8(Cont.) in this part of Little Rock because some of it has been zoned for at least ten years and is still undeveloped. A R-2 reclassification of the property should not have any affect on the future industrial development of the area because there is an ample supply of I-1, I-2 and I-3 property available. The proposed rezoning will basically continue the existing use and help upgrade the dwelling unit. LAND U199 PLAN ELEMENT The site is in the Geyer Springs west District and is recommended for light industrial. The plan and zoning were approved for a proposed industrial park north of Alexander Road. If the Commission wishes to approve the single family zoning, then staff recommends a review of the entire area for possible rezonings and plan amendments. This should be done within six months of the Commission action. ENGINEERING COMMENTS Alexander Road is classified as a collector and the right-of-way standard is 30 feet from the centerline. If the existing right-of-way is deficient, dedication of additional right-of-way will be required. STAFF RECOMMENDATION Staff recommends approval of the R-2 rezoning request. PLANNING COMMISSION ACTION: (NOVEMBER 16, 1993) The applicant was present. There were no objectors in attendance. As part of the Consent Agenda, the Planning Commission recommended approval of the R-2 zoning. The vote was 8 ayes, 0 nays, 2 absent and 1 open position. Ea
