PLANNING CONSIDERATIONS:
1. The site is located at the northwest corner of Woodland
Heights Road and Pleasant Forest Drive. The request is
to rezone the property to be in conformance with the
existing use which will remain an animal clinic. The
property is only one of two tracts on the west side of
Woodland Heights Road, north of Pleasant Forest, that
is still zoned "R-2." Directly to the east, there is a
large tract of "0-3" zoning.
2. The location has a general slope from the east to the
west with the high point being on the west side.
3. Woodland Heights is shown to be a collector which
requires a 60 -foot right-of-way. TAe existing
right-of-way is 401. The improvement district has
provided for the additional right-of-way and will build
the street.
4. There have been no adverse comments received from the
reviewing agencies at this time.
5. There are no legal issues associated with this request.

6. The site has been an animal clinic for a number of
years and it.was brought into the City as "R-2" zoning.
Because of the "PCD" to the north and west, the
neighborhood's concerns relative to rezoning are well
documented. The residents have expressed strong
reservations about any changes in the immediate
vicinity.
7. The proposal conforms to the adopted Suburban
Development Plan which shows an office strip along
Woodland Heights Road. The staff has determined that
the "0-3" zoning allows the applicant to continue a
majority of the existing uses and is appropriate for
the location.
8. Staff recommends approval of the request.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission discussed the case briefly. A motion was made to
recommend approval of the application as filed. The motion
passed by a vote of 9 ayes, 0 noes, 1 absent and 1
abstention (James Summerlin).
