A. Site History

B. Development Objectives
(1) The provision of a traditionally -styled complex
with each unit possessing an individual character.
(2) To start construction approximately 60 days after
the PUD request with completion anticipated within
eight months from the starting date.
C. Development Proposal
(1) The construction of a 12 -unit zero lot line rental
development on approximately one acre.
(2) Each unit will contain approximately 1,200 square
feet and have a two-bedroom/bath composition.
(3) The development will have a mix of two-story town
homes, 3 1/2 units of single level dwellings.
(4) Parking will include two spaces per, unit.

D. Engineering Comments
1. Dedicate right-of-way and improve Indiana Street
to residential street standards.
2. Submit internal drainage plan.
E. Staff Analysis
This proposal represents an attempt by the applicant to
provide several multifamily units on property of less
than an acre in an attractive manner. Staff is pleased
with the design, even though it proposes no side yard
on the north. Since it is a definite improvement over
the original plan of row -type units, the PUD process
allows flexibility as to the bulk and area
requirements. The proposed use is characteristic of
the area, which has a mixture of multifamily
development. A specific final plan and final plat for
right-of-way dedication is required before a building
permit is received.
F. Staff Recommendation
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
The applicant was not present. Mr. Graham Catlett, the
attorney from the previous item, stated that he was also
involved in this project so he would act as its
representative at this meeting. Staff reported that a
neighbor to the north had requested a 6 -foot fence bordering
on her property. The applicant was also requested to make
street improvements up to Mississippi which is beyond the
property's boundary. Water Works reported that the maximum
meter size of the existing two inch main is 3/4 of an inch.
PLANNING COMMISSION ACTION:
Mr. Burt Taggert was present. No objections were raised,
but some members from the neighborhood were present. A 6'
fence was requested to shield property owners on the north.
The developer agreed. Ms. Barbara Graves, the adjacent
owner to the west, asked that the proposal not increase
drainage problems and that the developer provide a 6' fence
on the west also. There was some discussion as to both
property owners participating in the fence on the west, if
the developer would improve the street in front of both
properties.

As for the street improvement issue, staff requested that
the applicant extend them beyond the boundaries of his
property, if an undue burden was not imposed. One
Commissioner pointed out that the improvements would cause
the movement of two trees on Ms. Graves' property and
impact her parking. Finally, a motion was made and passed
for approval subject to fencing only on the north side and
no improvements beyond the property's boundaries. The vote
was 11 ayes, 0 noes and 0 absent.
