Jarrett 2000 W. 12th Street Rezone from "R-4" Two Family to "C-3" General Commercial Barber Shop 7950 sq. ft. + Apartment SURROUNDING LAND USE AND ZONING: North - Single Family, Zoned "R-4" South - Office, Zoned "0-3" East - Multifamily, Zoned "R-4" West - Duplex, Zoned "R-5" PLANNING CONSIDERATIONS: The Traffic Engineer has stated a concern about parking on this property. Years ago the property and building were used for a service station. The building was subsequently added to and converted into a residential structure. The applicant plans to convert the residential building into a barber shop. There is a considerable amount of commercially zoned land in this neighborhood, and staff is concerned that this case will ultimately lead to completing the closure of the area between the two existing commercial nodes east and west of this property. This is an,opportunity to confirm the desire to keep 12th Street from becoming one long strip of commercial development. STAFF RECOMMENDATION: Staff recommends denial. COMMISSION ACTION: The applicant was present, and there were no objectors. One neighbor, R.E. Hawkins, who owns the apartment to the west was present and stated that he did not object to the rezoning but did want to request that a fence be required on the west property line of the property. The applicant agreed that the fence would be erected without question and agreed to work with Mr. Hawkins. After some discussion of the issues raised by the Planning staff, the Commission moved to approve the application as filed. The motion passed - 6 ayes, 3 noes and 2 absent.
