PLANNING CONSIDERATIONS:
The applicant plans to expand the existing duplex into a three
unit structure. Staff is concerned about the slight boost in
density because of the existing poor street system in the area.
The present right-of-way is narrow, only a 30' dedication, and
poorly constructed, having no curbs or gutters. Existing parking
is located so that vehicles must back into the street for
maneuvering. This is permitted in single family and duplex
developments, but is not permitted in apartment zones. The
proposed development would require increasing the available
parking to five spaces and moving it to another location on the
property.. Staff feels the existing zoning is appropriate for
this property and this neighborhood.
STAFF RECOMMENDATION:
Staff recommends denial.
COMMISSION ACTION:
The applicant was present, and there was one objector. In
addition, there was a letter from a neighbor to the Planning
Commission presented which spoke of concerns about parking issues
and the concerns for the deterioration of the neighborhood. The
applicant stated that he had purchased the property in 1960, and
that at the time it was purchased, the plumbing and the wiring in
the basement of the building was roughed in for the purpose

of being able to put in one additional unit. He did state that
his proposal was to put the new unit in the basement, and there
would be no disruption to the present residents of the building.
He stated that the basement is now used for storage of the
tenant's property.
Nancy Wilson of 2002 Lloyd Court, speaking for several neighbors,
presented a petition with seven signatures from neighbors
objecting to the zoning request citing neighborhood problems with
respect to parking, and she also discussed briefly the problems
that the neighbors have with water pressure in the area which
they felt would be worsened by adding residential units to the
neighborhood which would create additional demands for water.
The applicant, in his rebuttal statement, in answer to questions
stated that the new unit would be approximately the same size as
the two existing units (two bedroom, one bath). After the -
discussion, the Commission moved to approve the application as
filed. The motion failed on a vote of 0 ayes, 10 noes and 1
absent. The application was declared by the Chairman to have
been denied.
