3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SHI, INC., IN AN AMOUNT NOT TO
5 EXCEED ONE HUNDRED THOUSAND, TWO HUNDRED SIXTY-NINE
6 DOLLARS ($100,269.00), PLUS APPLICABLE TAXES AND FEES, TO
7 PURCHASE A COMPREHENSIVE DATA MANAGEMENT SYSTEM TO
8 COLLECT DATA FROM THE PROGRAMS AND PROJECTS FUNDED
9 WITH PREVENTION, INTERVENTION AND TREATMENT DOLLARS;
10 AND FOR OTHER PURPOSES.

12 WHEREAS, as part of the continued efforts to improve the program quality and accountability of
13 special programs with Prevention, Intervention, and Treatment (PIT) Dollars that will benefit children,
14 youth and families within the City;and,
15 WHEREAS, the Apricot Comprehensive Data Management Systems will provide software and
16 services to the City of Little Rock's Community Programs Department to collect data from the programs
17 and projects funded with PIT Dollars; and,
18 WHEREAS, after a comprehensive review of several data systems and software, a Review
19 Committee met to evaluate the service offerings and qualifications, of the Apricot Data Management
20 System was selected for funding consideration; and,
21 WHEREAS, a formal bid was not required in this instance due to the fact that the Apricot System is
22 on the approved State Contract List for procurement; and,
23 WHEREAS,the Commission on Children,Youth and Families met on January 4,2023,to review the
24 recommendation and endorsed the following recommendation for approval.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The City Manager is authorized to enter into a contract with SHI, Inc., to purchase the
28 NAPSO Cloud Solution (Apricot) offered by Social Solutions in an amount not to exceed One Hundred
29 Thousand,Two Hundred Sixty-Nine Dollars($100,269.00), plus applicable taxes and fees.
30 Section 2. Funds for these programs are available in the 2023 Budget for the Community Programs
31 Department, Account 108159-S 15C397.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
5 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
