3 A RESOLUTION TO EXTEND THE DURATION OF THE TEMPORARY
4 MORATORIUM FOR THREE (3) MONTHS ON THE ISSUANCE OF
5 DEMOLITION PERMITS AND EXTERIOR BUILDING PERMITS IN THE
6 CENTRAL HIGH SCHOOL NEIGHBORHOOD HISTORIC DISTRICT OF
7 LITTLE ROCK; AND FOR OTHER PURPOSES.

9 WHEREAS,the Little Rock Central High School and its surrounding neighborhood is of significant
10 historical,cultural and aesthetic importance to the City of Little Rock("City"); and,
11 WHEREAS,the Central High Neighborhood Historic District("Central High District")was listed in
12 the National Register of Historic Places on August, 16, 1996; and,
13 WHEREAS, the Central High District has become an endangered historical resource suffering from
14 demolitions, property neglect, and inappropriate alterations, with twenty-three(23)historically significant
15 structures being lost through demolition since 2010, and the National Register designation of the Central
16 High District is now in jeopardy; and,
17 WHEREAS, the City is working to establish a Local Ordinance District pursuant to the authority
18 granted by the Historic Districts Act(Ark. Code Ann. §§ 14-172-201,et seq.); and,
19 WHEREAS,the establishment of a Central High Neighborhood Local Ordinance District is desirable
20 and is in furtherance of the public interest and welfare to preserve and protect the Central High District,and
21 the buildings, structures and surroundings therein; and,
22 WHEREAS,the Board of Directors passed Resolution No. 15,736(July 19,2022)to declare a six(6)-
23 month moratorium on the issuance of Demolition and Exterior Building Permits in the Central High School
24 Neighborhood Historic District; and,
25 WHEREAS,the City passed a resolution to set a public hearing date for the agenda of the first regular
26 Board of Directors Meeting in February 2023 to consider the proposal to establish a Local Ordinance
27 District for the Central High School Neighborhood Historic District; and,
28 WHEREAS, it is desirable that the moratorium is active until the proposal to establish a Local
29 Ordinance District is heard by the Board of Directors to avoid unintended consequences and the further loss
30 of the historic resources and integrity of the District.
31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS:
33 Section 1. To extend the temporary moratorium on the issuance of Demolition and Exterior Building
34 Permits in the Central High Neighborhood Historic District established by Resolution No. 15,736 by an
35 additional(3)months to April 19, 2023.

1 Section 2. The establishment of a Local Ordinance District for the Central High School Neighborhood
2 Historic District during the duration of this moratorium will result in the end of the moratorium and a Local
3 Ordinance District Ordinance will supersede upon adoption by the Board of Directors.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as of the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
10 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
