3 A RESOLUTION TO SET FEBRUARY 7,2023,AS THE DATE OF PUBLIC
4 HEARING REGARDING THE PROPOSED AMENDMENTS TO THE
5 CONSOLIDATED PLAN, ACTION PLAN AND SOURCES AND USES OF
6 FUNDS PROVIDED IN THE 2020 CDBG, HOME AND HOPWA FUNDS
7 FROM THE UNITED STATES GOVERNMENT; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, as a regulatory requirement, a public hearing must be conducted regarding proposed
11 amendments to the Consolidated Plan,Action Plan, and sources and uses of 2020 CDBG,CDBG-CV,and
12 HOME Funding,according to the United States Department of Housing and Urban Development; and,
13 WHEREAS,the City will include a match for ESG,New Construction and Homebuyer Assistance as
14 activities in the proposed amendments to the 2020 Action Plan;and,
15 WHEREAS, On February 18, 2020, the City of Little Rock Board of Directors approved Resolution
16 No. 15,170, approving sources and uses of 2020 CDBG, HOME and HOPWA Funds;and,
17 WHEREAS,On April 28, 2020,the City of Little Rock Board of Directors approved Resolution No.
18 15,211,approving additional sources and uses of 2020 CDBG-CV Funds; and,
19 WHEREAS, On November 2, 2020, the City of Little Rock Board of Directors approved Resolution
20 No. 15,332,approving additional sources and uses of 2020 CDBG-CV3 Funds; and,
21 WHEREAS, the City's projected 2020 entitlements total Five Million, Six Hundred Thirty-Six
22 Thousand,Eight Hundred Eighty-One and 86/100 Dollars($5,636,881.86); funding in the amount of Four
23 Million, Seven Hundred Thirty Thousand,Five Hundred Eighty-Two Dollars($4,730,582.00)is available,
24 including Five Hundred Seventy-Nine Thousand, Seven Hundred Seventy-Seven and 54/100 Dollars
25 ($579,777.54)in 2019 Program Income; and Forty-Four Thousand,Two Hundred Thirty-Nine and 62/100
26 Dollars($44,239.62)in CDBG Reallocated Funds and an additional Two Hundred Eighty-Two Thousand,
27 Two Hundred Eighty0Two and 70/100 Dollars($282,282.70) in HOME Reallocated Funds;and,
28 WHEREAS,the proposed amendment uses of the City's 2020 Entitlement Funds were developed with
29 extensive citizen participation consistent with the City's Adopted Citizen Participation Plan, the
30 Consolidated Planning Committee recommended the sources and uses of the City's 2020 CDBG, HOME
31 and HOPWA Funds; and, prior to this public hearing, the Consolidated Planning Committee developed a
32 slate of projects to recommend for Board approval so that the public hearing will give citizens an additional
33 opportunity to review and comment on the proposed uses of the 2020 CDBG, HOME and HOPWA
34 Funding; and,

1 WHEREAS, the Consolidated Planning Committee will submit an allocation of funds as its
2 recommendation to the Board.
3 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK,ARKANSAS:
5 Section 1. The 2020 Consolidated Planning Proposed Sources and Uses of Funding is attached as
6 Exhibit A.
7 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
9 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
10 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the reso-
11 lution.
12 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
13 hereby repealed to the extent of such inconsistency, including but not limited to,Little Rock,Ark., Reso-
14 lution 15,170 (February 18, 2020); Little Rock, Ark., Resolution No. 15,211 (April 28, 2020); and Little
15 Rock,Ark., Resolution No. 15,332(November 2,2020).
