Location: The west side of Vimy Ridge
Road just south of 1-30 service
road (11800 Vimy Ridge Road).
Owner/Applicant: Trustees of the Church of Jesus
Christ/G. A. Dudley
PROPOSAL:
To convert building #1 into a daycare center (30 capacity)
and to expand the existing approved Conditional Use Permit
by the future expansion of the daycare center (2800 square
feet) and an additional 70 parking spaces on 3.12 acres of
land that is zoned "R-2"/Conditional Use Permit.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to a minor arterial (Vimy Ridge Road).
2. Compatibility with Neighborhood
This site is abutted on three sides by industrial uses
and vacant land to the west. The proposal should be
compatible with the surrounding area.
3. On -Site Drives and Parkin
The site plan shows 38 existing parking spaces and two
access drives (Vimy Ridge Road) and 75 future parking
spaces.
4. Screening and Buffers
The applicant is proposing to use the existing trees
and shrubs for landscaping.

5. Analysis
This project has already been approved with the
exception of: the daycare use; the 2800 square foot
expansion of the proposed church; and the future
additional parking. The Staff has no objection to the
proposal. The applicant does need, however, to submit
a revised site plan that: (1) removes parking from
within the dedicated right-of-way; and (2) renumbers
the proposed parking (totals appear incorrect). The
applicant has final platted the property and dedicated
the necessary right-of-way on Vimy Ridge Road as
required by the first Conditional Use Permit. The
applicant will need to pave both drive entrances at the
time of the construction of Vimy Ridge Road. Finally,
the paving of the drives, parking area and Vimy Ridge
Road should be tied to the construction of the future
church building.
6. City Engineering Comments

Construct the one-half of Vimy Ridge Road to minor
arterials standards for the length of the frontage of
the property.
7. Staff Recommendation
Approval, provided the applicant agrees to: (1) submit
a revised site plan as outlined in the Analysis
section; and (2) construct the drives, parking area and
Vimy Ridge Road at the time of the removal of building
#1 and the construction of the proposed church.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with Staff
recommendations.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 9 ayes, 0 noes and 2 absent to approve the
application as recommended by the Staff, reviewed by the
Subdivision Committee and agreed to by the applicant.

To construct a church parsonage, and 30 parking spaces, on
land that is zoned "R-2."
1. Site Location
The church is located in an industrial area. It is
surrounded on three sides by chemical and manufacturing
uses.
2. Compatibility with Neiqhborhood
The church is compatible to the area. It seems
questionable that the area would be compatible to the
church.
3. On -Site Drives and Parkin
Two drives serve as access on limy IZidge Road. A
gravel parking lot is currently u --d by the church 1,100
seating capacity). The applicant is proposing a
30 space, paved parking area.
4. Screeninq and Buffers
The west of the site is heavily wooded. The applicant
is proposing to landscape the parking area adjacent to
Vimy Ridge Road and the north and south property lines.
5. Analysis
The staff feels that Phase I of this request which
includes parking and a parsonage, is a reasonable
proposal. The applicant's proposal meets landscape and
parking requirements. The applicant needs to dedicate
an additional 15 feet of right-of-way on Vimy Ridge
Road to meet minor arterial standards (1/2 80 -foot
right-of-way). The staff feels that improvements to
Vimy Ridge Road should be deferred until the next stage
of development.

additional right-of-way to Vimy Ridge Road is filed.
