C. ENGINEERING CONSIDERATIONS
1. Portion of construction with the floodway must
conform to Floodplain Ordinance.
2. Widen Cunningham Lake Road to residential
standards; in place of curb, construct the
concrete header adjacent to the pavement.
D. STAFF ANALYSIS
Staff views this as an acceptable use of this property,
which will probably generate a reasonably low activity
in the area. The applicant shows three parking spaces
on the site plan, but does not state the size of the
office building. The applicant is asked to provide the
staff with this information.
E. STAFF RECOMMENDATION
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
The Committee decided to pass this to the Commission without
recommendation. The applicant reported the size of the
office is 20' x 301.
PLANNING COMMISSION ACTION:
Mr. Bob Lowe represented the developer. He submitted a
revised plan that showed a five-foot walkway easement to be
used by the neighboring residents in case of a flood
emergency. Several residents were present, not in
opposition, but to express their views on a walkway and the
current flood problems in the area.
Mr. Frank Pichico asked that the Commission consider the
flood problems before authorizing any approvals of new
development in the area. He pointed that this developer was
constructing on a site above the floodplain and the
surrounding houses are below; thereby creating a basin with
water having nowhere to run but downward. He requested that
a moratorium be placed on development along Rock Creek until
the floodway was widened. He questioned as to why the City
would compound an existing problem by giving more approvals
along this creek. Mr. Hayes, another resident, told of
incidents in which the floodwaters rose and he had to escape
by carrying his sick wife on his back.

Engineering reported that $3 million had been appropriated
toward correcting the Rock Creek problem sometime in the
future. As for this development, it met the Ordinance
requirements for floodplains and floodways.
A discussion was held during which the Commission expressed
sympathy for the plight of the residents, but felt that this
proposal should be acted upon since it did not violate the
Ordinance. Staff reported that at the next Planning
Commission meeting a packet would be distributed which
examined the current floodplain problem in Little Rock. A
motion was made and passed for approval of the plan. The
vote - 7 ayes, 2 noes and 2 absent.
