Cover Letter: Arkansas Baptist Colleee, 1607 MLK
The applicant requests a conditional use permit for 1607 Dr. Martin Luther King Jr. Blvd. The CUP will
allow the applicant to build an approximately 45,300 square foot building that will house the UAMS Kids
First program. The Kids First program is a day care program for children with special needs. In addition
to the day care component, the applicant is requesting the CUP permit the building to be used for
offices, medical clinic, classrooms, or meeting space.
The applicant requests a variance from building setback restrictions including the 15'-0" side lot setback
from non -owned property to the north of 1607 MLK and the 25'-0" front setback from MLK frontage.
The design assumes that the development is exempt from building setbacks along property lines
adjoining owned properties to the south and east.
The applicant further requests a variance from the parking lot interior landscape calculated requirement
of 3,580 square feet (per Municipal Code Sec. 15-97) to allow for a reduction to 1,100 square feet of
interior landscaped area.
Preliminary Programming information
KIDS FIRST LITTLE ROCK
Clinic /Exam Spaces
This program is a Developmentally Directed Day Program; not standard "day care". All children are seen due to a medical
diagnosis, the center provides presciptive developmental therapy for developmenally delayed children. Enrollment
requires Primary Care Physician referral. Funding is mainly from Medicaid. There is a medical director on site. Maximum
enrollment over next 6-10 years is estiamted at 125.
45 FTEs + 4 Part Time + 4 Foster Grandparents = 53 total
includes: Teachers, 3 RNs, 5 Speech Pathologists, ' 2 Occupational Therapists, 1 Physical Therapist, 2 Social Workers, 1
Medical Director, receptionist, 2 secretaries

Current enrollment is 85 would like to add up to 16 additional children ages birth to 5+ years
Majority of clients are from SW Little Rock area

Please submit plans for water facilities and/or fire protection system to Central Arkansas Water for review.
Plan revisions may be required after additional review. Contact Central Arkansas Water regarding
procedures for installation of water facilities and/or fire service. Approval of plans by the Arkansas
Department of Health Engineering Division and Little Rock Fire Department is required.

Fire Department: Approved as submitted. Fire hydrant per Code, maintain access at least twenty (20) foot wide,
canopy height at least thirteen (13) feet.
County Planning: No Comments.
CATH: The site is located on a CATA bus route. Place ADA accessible sidewalk cuts at bus stops.
Plannin-2 Division: No Comments.
Landscape: Site plan must comply with the City's minimal landscape and buffer ordinance requirements.
An eighteen -foot (18') wide land use buffer is required to separate this proposed development from the residential
property on the eastern perimeter of the site. Seventy percent (70%) of these buffers are to remain undisturbed. It
appears the parking aisle widths can be reduced ten (10) foot overall; allowing for this minimal amount of land use
buffer.
A thirteen -foot (13') wide land use buffer is required to separate this proposed development, the building portion,
from the residential property on the northwestern perimeter of the site. Seventy percent (70%) of these buffers are
to remain undisturbed.
A nine (9') wide land use buffer is required to separate this proposed development, the parking lot portion, from the
residential property on the western perimeter of the site. Seventy percent (70%) of these buffers are to remain
undisturbed.
The zoning buffer ordinance requires an average eighteen -foot (18') wide street buffer along MLK Drive. In no
case shall this be less than half of that amount. It appears the existing parking lot may encroach into this minimal
amount and require removal of asphalt; discuss at meeting.
The landscape ordinance requires a minimum of 8 % of the paved areas be landscaped with interior islands of at
least 7 '/2 feet in width and 150square feet in area. Proposed plan does not currently reflect this minimum in some
areas. Islands need to be evenly distributed throughout the site.
A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense
evergreen plantings, is required along the northern, northwestern, and eastern perimeters of the site. Credit towards
fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around
requirement.
Other two (2) other street buffers appear to meet the minimal city standards as submitted.
Street trees along MLK, W. 16"', and W. 17t' Streets are highly encouraged by both the City Beautiful Commission
and the City of Little Rock.
A small amount of building landscaping will also be required.
An automatic irrigation system to water landscaped areas will be required.
Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with
the seal of a Registered Landscape Architect.
The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit
toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or
larger.
Other: Submit responses to staff issues and four (4) copies of a revised site plan (if required) no later than
Wednesday November 30, 2011. Required notices are to be sent via certified mail to all owners of property located
within two hundred (200) feet of the site no later than Wednesday November 30, 2011. The City provided notice
form must be used. Proof of notice is to be provided to staff no later than December 5, 2011.

Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
A fifty -foot (50) wide land use buffer is required to separate this proposed
development from the residential property on the northern and southern
perimeters of the site. Currently, the northern perimeter is not meeting this
minimum requirement. Seventy percent (70%) of these buffers are to remain
undisturbed.
A thirty-six foot (36') wide land use buffer is required to separate this proposed
development from the residential property on the western perimeter of the site,
next to the proposed parking lot addition. Seventy percent (70%) of these buffers
are to remain undisturbed.
The zoning buffer ordinance requires an average thirty-six foot (36') wide street
buffer along Chicot Road and in no case to be less than half. It appears the
parking aisle width can be reduced within the parking lot closest to Chicot Road
allowing for more street buffer.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
northern, southern, and western perimeters of the site. Credit towards fulfilling
this requirement can be given for existing trees and undergrowth that satisfies this
year -around requirement.
The landscape ordinance requires a minimum of 8 % of the paved areas be
landscaped with interior islands of at least 7 Meet in width and 300 square feet in
area. Proposed plan does not currently reflect this minimum in some areas.
Islands need to be evenly distributed throughout the site.
A nine -foot (9') wide strip is required around the sites entirety. A variance from
this minimal amount will be required prior to the issuance of a building permit.
An automatic irrigation system to water landscaped areas will be required.
Prior to the issuance of a building permit, it will be necessary to provide an
approved landscape plan stamped with the seal of a Registered Landscape
Architect.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements
can be given when preserving trees of six (6) inch caliper or larger.

A thirteen -foot (13') wide land use buffer is required to separate this proposed
development, the building portion, from the residential property on the
northwestern perimeter of the site. Seventy percent (70%) of these buffers are to
remain undisturbed.
A nine (9') wide land use buffer is required to separate this proposed
development, the parking lot portion, from the residential property on the western
perimeter of the site. Seventy percent (70%) of these buffers are to remain
undisturbed.
