HomeMy WebLinkAboutZ-3896 Staff AnalysisOctober 12, 1982 SUBDIVISIONS Item No. 5 - Z-3896 NAME: First Pentecostal Church Conditional Use LOCATIO_N_: Northwest Corner of I-30 at T Doyle Springs Road REQUEST: For conditional use review to allow the addition of a family center/classroom to an existing church structure in an area that is zoned "R-2." 1. Site Location The tract is located on a corner bound by residential uses on the north and west, by I-30 on the south and a light industrial use across Doyle Springs to the east. 2. ComEatibility with the Neighborhood From staff's point of view, the use is compatible. 3. On -Site Drives and Parking The site is presently accessed by an I-30 frontage road. The proposal includes new access to Doyle Springs Road. Additional parking will be provided. 4. Screening and Buffers These points are not covered by the plan. The Ordinance will require conformance to landscaping and screening of the parking lot only. A grade separation, plus significant foliage separate this site from residential uses on the north. 5. Engineering Considerations Provide 1/2 of a 27' street with curb and gutter along the Doyle Springs Road frontage. Dedicate 10' additional right-of-way on Doyle Springs. October 12, 1982 SUBDIVISIONS Item No. 5 - Continued 6. Staff Analvsis Staff has no major objections to the project. We are requesting, however, that the applicant submit a one lot final plat for the dedication of right-of-way on Doyle Springs. STAFF RECOMMEDATION: Approval, subject to submission of plat. SUBDIVISION COMMITTEE RECOMMENDATION: Since the applicant was not in attendance, the Committee decided to pass this to the Commission without recommendation. PLANNING COMMISSON ACTION: The applicant was present. There were no objectors. A motion for approval, subject to submission of a one -lot final and construction of 1/2 of a 27' street/curb and gutter, was made and passed by a vote of 8 ayes, 0 noes and 3 absent. It is expected that street r.o.w. and improve- ments will be required along Doyle Springs Road. This application will not involve issues aside from those pointed out above. We do not expect neighborhood opposition but cannot assure that it will not develop. We feel that authorizing an advance of the building permit should not affect the final conditional use permit process. We do recommend that the prmit be limited to the main body of the addition and then only to a Foundation permit.
