Tyler APPLICANT: Jane Rogers REQUEST: For conditional use review to allow an addition to an existing school in an area currently zoned as "R-3." 1. Site Location This site is located on the southwest corner of "H" and North'Tyler Streets, in an area currently zoned for "R-3" Single Family use. 2. Compatibility with Neighborhood No adverse effects are expected. 3. On -Site Drives and Parking The site is currently served by an asphalt drive running east to west the entire length of the property. The drive serves as the only means of parking. 4. Screening and Buffers The applicant has not indicated any plans for additional screening and buffering. 5. Enineering Considerations None. 6. Staff Analysis There is only one issue of significance relative to this proposal. It revolves around an inadequate amount of space for on-site parking. The applicant should indicate how he plans to address the issue. STAFF RECOMMENDATION: Approval, subject to comments made. October 12, 1982 SUBDIVISIONS Item No. 6 - Continued SUBDIVISION COMMITTEE RECOMMENDATION: The applicant was present. There was discussion relative to the proposal's failure to conform to (a) a 25' setback requirement since the proposed deck encroaches into the area; and (b) Ordinance parking standards since there is currently not enough spaces for the 12-15 employees. The Committee felt that the parking situation did not create a problem in this instance, since it has existed for years and was not increased by this proposal. A motion was made for approval, subject to: (1) A revised plan for indicating conformance to the setback requirement as this is a conditional use and no waivers are allowed. The vote was 5 ayes, 0 noes, 0 absent. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. A motion was made for approval, subject to the submission of a revised plan in conformance with the set -back requirement. The motion passed by a vote of 7 ayes, 0 noes and 4 absent.
