Applicant Comments for Proposed Development
Applicant Responses are due no later than Wednesday, September 6, 2022. Please submit
revised site plans, if applicable, along with any written responses. All documents should be
submitted to this email address for review.
RE: Z-9724 Hobbs Duplex # 1 – Conditional Use Permit
1101 South Woodrow Street
Development Comments:
1.At least three (3) off-street parking spaces just be provided for a duplex.
2.Staff suggests parking in the rear yard area, utilizing the alley along the north property
line for access, and moving the proposed duplex building closer to the front (west)
property line. Staff will support no driveways from South Woodrow Street.
3.A reduced front setback variance may be needed in moving the proposed duplex structure
closer to the front property line.
4.Provide height of proposed duplex structure.
5.Provide description of exterior building materials.
1. Each individual unit will have 2 spaces (4 total). One being provided by the garage and one
via the driveway for a total of 4 spaces per duplex structure.

Hobbs Duplex #1 – Conditional Use Permit 1011 S. Woodrow Street
1. Edge of each new driveway shall be a minimum of five feet from property
line per City Rev. Code 30-43 (2) (a).
2. Driveways shall be constructed in accordance with City of Little Rock (CLR)
Standard Details PW-30, PW-31, PW-40, and City Rev. Code 31-210.
3. Residential structure shall meet drainage requirements around the structure per
City adopted codes as outlined in City Code 8-2.

2. Driveway shall be constructed in accordance with City of Little Rock (CLR)
Standard Details PW-30, PW-31, PW-36, and City Rev. Code 31-210.
3. Staff will not support driveway access from S. Woodrow St. Property driveway
access needs to be on W. 11th Street with a wider driveway width (maximum 20
feet allowed per City Code) to accommodate two rows of vehicle parking to
meet parking requirements per City zoning codes.

One- or Two-Family Residential Developments.
As per Appendix D, Section D107.1 of the Arkansas Fire Prevention Code Vol. 1, One- or Two-Family
dwelling residential developments. Developments of one- or two-family dwellings where the number of
dwelling units exceeds 30 shall be provided with two separate and approved fire apparatus access
roads, and shall meet the requirements of Section D104.3.
Exceptions:
1. Where there are more than 30 dwelling units on a single public or private fire apparatus
access road and al dwelling units are equipped throughout with an approved automatic
sprinkler system in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3 of the
Arkansas Fire Code, access from two directions shall not be required.
2. The number of dwelling units on a single fire apparatus access road shall not be increased
unless fire apparatus access roads will connect with future development, as determined by
the fire code official.
