RE. Joint meeting held at Parkway Village, Sept. 29, 1994 concerning temporary construction
road behind St. Michael and LaSalle Dr.
Dear St. Michael Residents:
The office of the St. Charles Community Association joined the residents of St. Michael Dr. and
LaSalle Dr. in making an appeal to city officials to have the temporary construction road behind
your homes closed. At a joint meeting on the 29th of September, Parkway Village/Baptist
Systems personnel, their contractors, and a resident of Parkway Village met with 4 residents oj'
St. Michael, myself, and 6 of our city officials. Present on behalf of the city were, acting City
Director Jim Lawson, our Ward S, City Board Member, Michael Keck and 4 gentlemen from the
Department of Neighborhoods and Planning. All parties expressed their concerns about the
situation. I was pleased with the support and response that we received from our city officials at
this meeting. The compromise that was suggested by the city would give permission to the
contractor to use the road only through Spring of 1995 This was a step forward for residents of
St. Michael. In a follow up letter (enclosed) from Jinx Lawson to Earl Paul of the Baptist
Medical Systems, the date of March 1, 1995 was given as the final date the road could be used.
If Parkway Village/Baptist Systems wants to keep the road in use after this date or for the entire
length of the construction, they mustfrle an Amended Planned Unit Development or PUD, The
Planning Commission reviews all such requests and holds public hearings before final approval
can be granted. We as a neighborhood can attend the public hearing and present our
grievances. All of the information gathered by Mr. Blair and others about the dust, noise,
burglaries, real estate problems, deceleration lanes, traffic accidents, etc. as well as the excellent
pictures taken by Connie Miller can be used at that time to convince the Commission that it
would not be prudent to allow the road in the amended PUD. We will respectfully request that
the amended PUD be denied.
I am enclosing a brochure outlining the PUD Long Form process. The staffat the Planning
COmMission level will make their recommendation based on the application and the public
hearings. My hope is that the Planning Commission will not approve the plan. f they do though,
it will be sent to the City Board of Directors for final approval. It would be necessary to get 6
Board members to vote a mint the amended PUD to prevail at that point.
In the next few months the dust should settle and all parties will make plans or alternate plans.
From all indications, the Parkway VillagelBaptist Systems folks are gearing up to file the

amended PUD and go through all necessary appeals. They may bring a group of their residents
to the public hearing. We as a home owner's group should also be ready to go to City Hall
and appear at the hearing.
