Good morning, Ms. Matthews,
The proposed local ordinance district boundaries are identical to the National Register Central High School
Neighborhood Historic District boundaries, per state code. I don’t believe that portion of the area has ever been
included in the National Register Historic District boundary since it was nominated in 1996. I’ve asked the same question
to our state National Register Team. The answer is the same for any decision to not include an area in the district: there
is not enough historic material with integrity due to alterations or demolitions. It was cut off where it is because to go
further would bring in more non-contributing structures (at the time of the last survey in 2012). If you believe the
historic material in that area has been restored enough to resurvey, we can certainly look at this with the NR team.
According to state code, when the City proposes an LOD, the boundaries must be the same as the existing NR historic
district boundaries. I hope this answers your question!
The Central High Design Overlay District (what I’m assuming you are referring to as the landscape district) is not bound
by the National Register district. It’s aims are different and the boundaries were determined, I’m assuming cause I was
present in this position at that time, by neighborhood and NPS goals surrounding the school.
The Arkansas Power and Light Co. old building (before the 1953 one on Louisiana) is not listed on the National Register.
Which, looking into it, I’m a bit confuse by. I’ll reach out to the NR team about that building and see what they say. I’d
like to know too.

Hello Hannah,
I wasn't at the September CHNI meeting so I didn't get a change to ask this very IMPORTANT Question, why is the
map/drawing not including
Jones Street, this excludes part of the Central High School Football field. What's the story? Central High School
Landscape stops at Jones it does have historic building there. Also, the old original Arkansas Power and Light historic
building is on Jones. Outside of building has not changed.
