That listing on our website is where I assumed the confusion came from; when I started here, I depended on those as well, but have found several instances where the P.O.S. listing on our page does not match the nomination itself. Going forward I would recommend looking at the nomination PDF to find it, as that is the record used by the NPS. As far as the historical narrative, it looks solid to me. I included Ralph in the review process for this reason and, to my knowledge, he didn't find any flaws or omissions there. I now realize I should’ve sent over a word document rather than a pdf so it would be easier to make edits and comments. All suggested changes have been made. I’m wondering where I got 1900-1930 from when I knew it was 1870+ so I looked back on AHPP’s website and found the attached. Please see report with corrections. Do you and Ralph feel that the section on the historical narrative of the district possesses all the significant themes and events well? I want to make sure I’m highlighting the right occurrences. Our collected edits are below. Many are simple grammatical changes, for which I've highlighted the points of interest in red. 1. (page 4)- "The Rice-Bowman House has been significantly altered over time and, today, resides in a severely deteriorated state..." 2. (page 5)- "...Oak Terrace Addition (Roy, Witsell, & Nichols, 1984)." 3. (page 6)- "The only deviation from this is found in the 2000 block of South Battery Street in front..." 4. (page 8)- "According to district directories, the Central High District was home..." 5. (page 13)- You mention that a 2009 City Ordinance created a Design Overlay District. It is my understanding that this overlay area does not encompass the full scope of the National Register boundaries. If this is correct, it may be advisable to add a sentence explaining that distinction and the resulting lack of provided protection for a good portion of the district, just as another selling point. 6. (page 13)- "the expanded NR district was comprised of 934 properties and the period of significance was expanded from 1900-1930 to 1870-1961." In the original district nomination, the P.O.S. is 1870- 1946. 7. (page 17)- "There is a positive trend toward continued investment and improved..." 8. (page 19)- You discuss a provision to expand the HDC's total number of members. I think this is a good idea when considering neighborhood representation, as you mention. Nine members would be ideal to avoid a tie vote on anything. 9. (page 27)- Two items in the bibliography (Higgins, H., & Higgins, S.A. and Smith, S.T.) refer to the respective NR nominations. If you can do so without unnecessarily muddling up your citation format, please note that these sources are the NR nominations themselves. Though this list looks lengthy, these changes are minor. The overall document makes, I think, a very good argument for local design review authority within the district. Let me know if you have questions about any of these edits. This is my first time going through the process, as well, so we will all learn together. My plan is to review the draft in detail and have Ralph do the same. I will likely dig into this next week, though I'll be out for the NAPC conference for almost a week. My goal is to get AHPP's official statement to you by the end of July. There may be some edits sent back and forth between now and then.
