PROPOSAL: To amend an existing conditional use
permit to allow for a 4000 square foot
addition on the north side of the
existing building for classroom space at
11820 Fairview Road on property Zoned
MF -6, Multifamily.
ORDINANCE DESIGN STANDARDS:
1. SITE LOCATION:
This 1.49 acre site is located on the east side of
Fairview Road, north of Pleasant Ridge at the
intersection with Cedar Branch.
2. COMPATIBILITY WITH NEIGHBORHOOD:
This site is zoned MF -6, Multifamily, but was approved
for the existing church in January 1994. The zoning and
uses in the area are mixed, ranging from single family
homes to large apartment complexes and office
buildings.
The zoning to the north and northeast is R-2; Single
Family Residential, but is currently undeveloped and
tree -covered immediately adjacent to this site. To the
southeast and south is Zoned 0-3, General Office, and
contains one story office buildings. To the west across
Fairview Road is Zoned R-3, Single Family Residential,
and contains single family homes along Cedar Branch.
Farther to the west are large apartment complexes.
Staff feels that the addition proposed for classrooms
on the north side of the existing church should not
adversely affect the compatibility with the
neighborhood. A wood screening fence is already in
place along the north and west property lines.

The Pleasant Forest Neighborhood Association was
notified of the Public Hearing.
3. ON SITE DRIVES AND PARKING:
There is one existing driveway from Fairview into the
property which will not be changed. The proposed
addition does not change the seating capacity of the
main assembly area and, therefore, does not change the
parking requirement. However, the church does intend to
do some renovation inside the main church building at
the same time which will bring the seating capacity up
to the originally approved number of 250 persons.
Current parking satisfies the requirement for that
capacity.
4. SCREENING AND BUFFERS:
A landscape upgrade toward compliance with the
Landscape Ordinance will be required equal to the 39%
building expansion proposed.
5. PUBLIC WORKS COMMENTS:
1. Fairview Road is a commercial street. Dedication of
right-of-way to 30 feet from centerline will be
required.
2. Repair or replace any curb and gutter or sidewalk
that is damaged in the public right -of way prior to
occupancy. 7
3. Plans of all work in right-of-way shall be submitted
for approval prior to start of work.
4. Stormwater detention ordinance applies to this
property.
6. UTILITY AND FIRE DEPT. COMMENTS:
Water: No objection.
Wastewater: Sewer available, not adversely affected.
Southwestern Bell: No comments received.
ARKLA: Approved as submitted.

7. STAFF ANALYSIS:
The applicant has requested a conditional use permit to
add 4,000 square feet of classroom space to the north
side of the existing church which has been at this
location since January 1995. The property is Zoned MF -
6, Multifamily.
The new space would be used during the usual meeting
times throughout Sunday and on Wednesday nights. Access
and parking will not be changed or affected. The
addition would encroach into the north side yard
setback of 26 feet by 11 feet and require a variance.
The exterior of the addition would match the existing
structure. An upgrade to the landscaping will be
required equal to the 39% building expansion. The
property is already well landscaped. Screening for the
residential area to the north is already provided by a
wood screening fence along the north and west property
lines.
Staff believes this is a reasonable expansion on this
property that would not negatively impact the
compatibility with the neighborhood.
8. STAFF RECOMMENDATION:
Staff recommends approval of the conditional use permit
subject to compliance with the following conditions:
a. Comply with the City's Landscape and Buffer
Ordinances.
b. Comply with Public Works Comments.
Staff also recommends approval of the setback variance
on the north side allowing a setback of 15 feet.

Basil Copeland was present representing the application.
Staff gave a brief description of the proposal.
Public Works briefly reviewed their comments. Staff briefly
reviewed the landscape upgrade and setback variance
requirements.
The applicant explained for the Committee that the church
intended to use the addition for classrooms during regular
services, that the exterior would match the existing
structure, and that they needed the variance to provide
enough space to allow the addition to meet their needs.
The applicant had no questions or concerns regarding the
Staff comments.
There being no further issues,
proposal and forwarded the item
final action.

There were no registered objectors present. Staff presented
the item with a recommendation for approval subject to
compliance with the conditions listed under "Staff
Recommendation," paragraph 8 above.
The item was placed on the Consent Agenda and approved as
recommended by Staff. The vote was 9 ayes, 0 nays, 1 absent,
and 1 open position.
