3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH GRIFFIN GROUP,LLC,IN AN AMOUNT OF
5 SEVENTY-EIGHT THOUSAND DOLLARS ($78,000.00), FOR THE
6 REVITALIZATION OF PROPERTY LOCATED AT 10008 WHISPERING
7 PINE DRIVE IN THE WINTER WOOD SUBDIVISION OF LITTLE ROCK,
8 ARKANSAS, UTILIZING HOME INVESTMENT PARTNERSHIP
9 PROGRAM FUNDS; AND FOR OTHER PURPOSES.

11 WHEREAS,the Housing&Neighborhood Programs Department Community Development Division
12 seeks authorization to enter into a construction contract with Griffin Group, LLC, to rehabilitate the
13 property located at 10008 Whispering Pine Drive, in an amount not to exceed Seventy-Eight Thousand
14 Dollars($78,000.00), which includes the bid amount of Sixty-Five Thousand Dollars ($65,000.00), along
15 withP a 20%contingency, if needed,to complete the rehabilitation project; and,
16 WHEREAS,the specifications were developed for Bid No. 1819 to obtain competitive,qualified bids
17 to rehabilitate the property located at 10008 Whispering Pine Drive;and,
18 WHEREAS, Griffin Group, LLC, was the lowest responsive, responsible bid meeting specifications
19 of the two(2)qualified bids received for a total cost of Sixty-Five Thousand Dollars($65,000.00); and,
20 WHEREAS, the property will be developed for affordable housing to be sold to an eligible low-to-
21 moderate income buyer for One Hundred Twenty-Nine Thousand Dollars($129,000.00); and,
22 WHEREAS,the structure and lot is currently owned by the City of Little Rock and will be rehabilitated
23 using HOME Investment Partnerships Program(HOME)Funds; and,
24 WHEREAS, the property, located in Ward 7, is a single-family home with three (3) bedrooms, 1-V2
25 baths with a carport, and is approximately 1,114 square-feet; and,
26 WHEREAS,The City of Little Rock receives an annual allocation of HOME Investment Partnerships
27 Program(HOME)Funds from the U.S.Department of Housing and Urban Development(HUD)to acquire,
28 develop and/or rehabilitate housing for low to moderate-income persons.
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The City Manager is authorized to execute a construction contract with Griffin Group,
32 LLC,to rehabilitate the property,located in Ward 7,which is a single-family home with three(3)bedrooms,
33 1-V2 baths with a carport,and is approximately 1,114 square-feet located at 10008 Whispering Pine Drive,
34 in an amount not to exceed Seventy-Eight Thousand Dollars($78,000.00),which includes the bid amount

1 of Sixty-Five Thousand Dollars ($65,000.00), along with a 20% contingency, if needed, to complete the
2 rehabilitation project.
3 Section 2. Source funding is available from the HOME Account No. G58818.
4 Section 3. Severability. In the event any title, section,paragraph, item, sentence,clause, phrase,or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
6 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
7 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
8 lution.
9 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
10 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
