3 AN ORDINANCE TO AMEND CHAPTER 8, ARTICLE II, DIVISION I, §
4 8-31(c) OF THE LITTLE ROCK REVISED CODE OF ORDINANCES
5 (1988), TO PROVIDE FOR A REVISION OF PERMIT FEE SCHEDULES
6 FOR BUILDING, ELECTRICAL, PLUMBING, MECHANICAL, FIRE
7 AND RELATED WORK PERFORMED IN THE CITY OF LITTLE ROCK,
8 ARKANSAS; AND FOR OTHER PURPOSES.

10 WHEREAS, permit fee schedules for building, electrical, plumbing, mechanical and other related
11 work performed in the City were last established pursuant to Little Rock,Ark. Ord.No. 21,677(December
12 11,2018);and,
13 WHEREAS, the City of Little Rock Administration has determined that due to increased costs for
14 administration and inspection under the Building and Safety Codes over the past decade, the permit fee
15 schedules should be revised as recommended by the Planning and Development Department.
16 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS.
18 Section 1. The language in Section 8-31(c) of the 1988 Little Rock Code of Ordinances is hereby
19 deleted and replaced within the following language:
20 (c) Fees. The following are hereby established as permit fee schedules for building, electrical,
21 plumbing, mechanical and other related work in the City.
22 I. Building Permit Fees,Miscellaneous Fees and General Regulations
23 A. Permit Fees. Permits are required for any work that exceeds Five Thousand Dollars
24 ($5,000.00), including material and labor, or that requires an inspection, except for
25 residential fences less than seven (7) feet in height, residential roofs, painting, floor
26 coverings and cosmetic changes, one (1)-story detached accessory structure used as tool
27 and storage sheds, playhouses, and similar uses, provided the floor area does not exceed
28 200 square-feet, are excluded. Proper documentation, i.e., copy of contract or letter of
29 affidavit from applicant, must be presented when obtaining a permit. If documentation is
30 not present, or cannot be obtained,the latest building valuation data chart as published by
31 the International Code Council will be used in determining permit fees. Fees on work
32 requiring a Building Permit as set forth in the Building and Safety Codes adopted by the
33 City shall be paid as required at the time of filing an application.

1 Total Valuation Fee
2 $5,000.00 and less No fee, unless inspection required, in which
3 case,a$25.00 fee for each inspection shall be
4 charged.
5 $5,000.01 to $50,000 $50.00 for the first$2,000.00,plus $4.00 for
6 each additional thousand or fraction thereof,to
7 and$50,000.00.
8 $50,000.01 to$100,000 $250.00 for the first$50,000.00,plus$3.50 for
9 each additional thousand or fraction thereof,to

15 for each additional thousand or fraction thereof.
16 Certificate of Occupancy Fees
17 1. Certificate of Occupancy Fee for a new commercial building or addition with an
18 associated Building Permit- Sixty Dollars($60.00).
19 2. Residential Certificate of Occupancy associated with a new single-family
20 residence,new duplex, or new townhouse—Thirty Dollars($30.00).
21 3. Certificate of Occupancy Fee for existing buildings or change in in use only-One
22 Hundred Dollars($100.00)
23 4. Temporary or Partial Certificate of Occupancy(as set forth in Section U)
24 5. Certificate of Occupancy Update—One Hundred Dollars($100.00).
25 B. Minimum Fee. Minimum Fee for any Building Permit,except as otherwise specified,shall
26 be Fifty Dollars($50.00).
27 C. Commercial Plan-Checking Fee. When the valuation of the proposed construction exceeds
28 Five Thousand Dollars ($5,000.00) and a plan is required to be submitted in accordance
29 with the Arkansas Fire Prevention Code,a Plan-Checking Fee shall be paid to the Building
30 Codes Division at the time of submitting plans and specifications for checking. Said Plan-
31 Checking Fee shall be equal to one-half of the Building Permit Fee. Minimum fees shall
32 be Fifty-Five Dollars ($55.00) for new construction (added square-feet) repair, remodels
33 and miscellaneous permits requiring plan review. Such Plan-Checking Fee is in addition to
34 the Building Permit Fee and is non-refundable.

2 D. Data processing Fee. The following is hereby established as the Data Processing Fee
3 schedule for building, electrical, plumbing, mechanical, zoning, civil, and other related
4 work in the City. Collected fees shall be placed in a separate account and shall be used for
5 the purpose of purchasing and maintaining data processing equipment, software and to
6 provide general training for Planning and Development Staff, or as determined by the
7 Planning and Development Director. All purchases shall not be made without prior written
8 approval from the Planning and Development Director. The Data Processing Fee is in
9 addition to the permit charge and is non-refundable.
10 Classification of Work Fee
11 Residential or Commercial Permits $25.00
12 Act 474 of 1999 Surcharge. As required by Act 474 of 1999,a surcharge of$0.50 per each
13 One Thousand Dollars ($1,000.00) of construction authorized on any Non-Residential
14 Construction Permit issued by the City will be imposed to financially support the Craft
15 Training Education Program, with a maximum surcharge to be One Thousand Dollars
16 ($1,000.00).
17 E. Inspection Fees for Moving of Houses, HUD-Certified Manufacture Homes, and Modular
18 Buildings:
19 Moving structure off lot $100.00
20 Moving structure on same lot $50.00
21 Required inspection before move inside City $50.00
22 Required inspection before move from City $50.00
23 from Pulaski County of adjacent County
24 Required inspection for move to City from $100.00
25 outside adjacent Counties,but in the (plus $0.40 per mile round
26 State of Arkansas,or from out of State trip plus expenses)
27 F. Demolition of Structure. $0.10/square-foot of floor area. Minimum Fee of Fifty Dollars
28 ($50.00). Demolition Permit shall expire one (1)-year from issuance date except in cases
29 where structure is declared to be an imminent danger.
30 G. Blasting Fee. In addition to insurance and bond as required in Ordinance No. 11,361
31 (February 18, 1963), a permit fee of One Hundred Dollars ($100.00) for the first day and
32 Fifty Dollars($50.00)for each additional day shall be charged.
33 H. Parking Lot Fees. A minimum routing fee of Fifty Dollars($50.00) shall be charged and
34 permit fees shall be assessed as set forth in subsection 8-31 (c)I.A.
35 I. Construction Shack or Field Office. Fee of Fifty Dollars ($50.00) with site plan. Fee
36 waived if included with permit applications.

1 J. Tent Permit. Fee of Fifty Dollars ($50.00) upon proper completion of Fire Department
2 Approval Form.
3 K. Swimming Pools. Fees Assessed per Subsection 8-31 (c) I.A., but minimum fee shall be
4 Fee of Fifty Dollars($50.00).
5 L. Fuel Tank or Pump. Each(new or replacement)will be Fifty Dollars($50.00).
6 M. Miscellaneous Permit Fees. Satellite dishes, solar panels, towers and cell sites, fire alarm
7 systems,fence,indoor or outdoor storm shelter,and any other miscellaneous permit,unless
8 previously outlined, shall be assessed as set forth in Subsection 8-31 (c) I.A. Retaining
9 walls four (4) feet or more in height specifically used for retaining dirt or fill shall be
10 designed,approved and stamped by a licensed design professional at time of application in
11 accordance with the current City-adopted Building Codes. F ees shall be as set forth in
12 Subsection 8-31 (c)I.A.
13 N. Fire Department Permits and Inspection Fees
14 1. The permit fee for new installations and/or replacement of fire sprinklers shall be
15 assessed as follows:
16 A. Buildings or structures with 1 to 5,000 square-feet shall be assessed$.042
]7 cents per square-feet. Buildings or structures with 5,001 square-feet and
18 up shall be assessed $200.00 for the first 5,000 square-feet plus $.021 for
19 each additional square-feet and up. *In no case shall a permit fee be less
20 than Fifty-Three Dollars($53.00).
21 2. The permit fees for other various Fire Suppression Systems shall be as follows:
22 A. The permit fee for a Standpipe System shall be Two Hundred Ten Dollars
23 ($210.00). On combination Standpipe and Sprinkler Systems the
24 Sprinkler Permit Fee includes the Standpipe Fee.
25 B. The permit for a carbon dioxide Fire Suppression System shall be Two
26 Hundred Ten Dollars ($210.00) for the first 200 pounds of agent plus
27 $.021 for every pound in excess of 200 pounds.
28 C. The permit fee for a clean agent suppression system shall be Two Hundred
29 Ten Dollars ($210.00) for the first thirty-five (35) pounds of agent plus
30 $.063 for each pound of agent in excess of thirty-five(35)pounds.
31 D. The permit fee for a Foam Suppression System shall be $.525 per gallon
32 of foam concentrate where the system is not part of an Automatic Sprinkler
33 System. Foam Suppression System that are submitted as part of an
34 Automatic Sprinkler System shall be reviewed under the sprinkler fee
35 schedule.The minimum fee shall be Two Hundred Ten Dollars($210.00);

1 the maximum fee shall be One Thousand, Five Hundred Seventy-Five
2 Dollars($1,575.00).
3 E. The permit for a Range Hood Suppression System shall be Two Hundred
4 Ten Dollars($210.00).
5 F. The permit fee for a Dry Chemical Suppression System shall be Two
6 Hundred Ten Dollars ($210.00) for the first thirty (30) pounds of agent
7 plus $.2625 for each pound in excess of thirty(30)pounds.
8 3. The inspection fee for various fire alarm and other miscellaneous fees shall be as
9 follows:
10 A. Fire alarm test(4)stories and above
11 Inspection fee: $210.00
12 Re-inspection fee: $105.00
13 B. Fire alarm test up to(3) stories
14 Inspection fee: $105.00
15 Re-inspection fee: $53.00
16 C. Tent Inspection: $53.00
17 D. Ansul System Inspection: $105.00
18 E. Knox-box Lock Inspection: $53.00
19 F. Investigative fee: $53.00
20 G. Re-inspection fee: $53.00
21 4. Collected fees shall be distributed as follows:
22 A. Fire Department: Fees collected deposited in Fire Marshal's Education
23 and Training Account.
24 O. Investigative Fee. In those instances wherein the information submitted to obtain a permit
25 is inadequate or incomplete, or work has begun without a permit, or an inspection is
26 required to determine the "on-site" conditions prior to issuance or denial of a permit, the
27 Building Codes Division may charge the owner an investigative fee of Forty-Five Dollars
28 ($45.00). The payment of the Investigative Fee shall not exempt any person from
29 compliance with the provisions of the Code, or from any penalty prescribed by law.
30 P. Re-Inspection Fee. A re-inspection fee of Forty-Five Dollars ($45.00) will be charged
31 when an additional trip is made by an inspector due to rejections, lockouts, insufficient
32 information as to location of building or structure, work not ready for inspection, or any
33 other cause due to neglect or failure on the part of the applicant.
34 Q. Penalties (Working Without a Permit). Where work for which a permit is required by a
35 current City-adopted Building or Safety Code or a provision of the City Code is started or
36 proceeded prior to obtaining said permit,the fee herein specified shall be tripled;however,

1 payment of such triple fee shall not relieve any person from fully complying with the
2 requirements of the such codes in the execution of the work nor from any penalties
3 prescribed herein and no additional permits shall be granted until all fees have been paid.
4 R. Copy Fees.
5 1. Duplicate permit card(lost, stolen, misplaced,etc.) $6.00 per card
6 2. Permit background computer readout $1.05 per copy
7 3. Copier fees $0.2625 per copy
8 4. Duplicate copy of Certificate of Occupancy $11.00 per copy
9 S. Reserved.
10 T. Expiration of Permits/Permit Refunds.
11 1. All permits issued by the Building Codes Division shall expire one(I)-year from
12 the date of issuance. Extensions of up to one(1)-year after the expiration date may
13 be granted for each permit. The request for extension must be in writing to the
14 Building Codes Division and must show just cause.A fee of One Hundred Dollars
15 ($100.00) shall be assessed for each year extension.
16 2. All permits issued by the Building Codes Division shall expire one(1)-year from
17 the date of issuance. Extensions of up to (90) days may be granted for permits
18 where the original fee was less than One Hundred Dollars($100.00). The fee for
19 each(90)-day extension shall be the same as the original permit fee cost.
20 3. All permits shall become invalid if work authorized is not commenced within six
21 (6) months of permit issue date, or if the work authorized is suspended or
22 abandoned for a period of six(6) months after work is commenced. Before work
23 can be resumed, a new permit must be obtained. The permit fee shall be one-half
24 the amount required for a new permit,provided no changes have been made in the
25 original plans and specifications for such work, and provided that suspensions or
26 abandonment have not exceeded six(6)months.
27 4. A permittee holding an unexpired permit may apply for a one-time extension,
28 provided they can show good and satisfactory reason,and beyond their control the
29 work cannot be commenced within the six (6)-month period from the issue date.
30 In order to renew work on a permit after it has expired, the permittee shall pay a
31 fee in accordance with Subsection 8-31 (c)I.T.1 or 8-31 (c)I.T.2.
32 5. In cases where a change in contractor is made prior to completion of the job. The
33 permit fee shall be assessed based on the stage of approval of inspections. The fee
34 assessment shall be prorated in accordance with the number of remaining
35 inspections. Inspections consist of the following:
36 Building: Footing, Framing, Final

1 Electrical: Pipe-In Wall,Rough, Final
2 Plumbing: Slab,Rough,Final
3 Mechanical: Duct Work, Rough,Final
4 6. Permit refunds issued in accordance with Finance Department Guidelines.
5 U. Temporary Certificate of Occupancy Ninety(90)Days.
6 A. Commercial. Sixty Dollars($60.00)
7 Single buildings, apartments, motels, hotels and multi-tenant occupancies when
8 permitted under same contractor or owner shall be assessed as follows: Sixty
9 Dollars ($60.00) for the first five (5) units and Five Dollars ($5.00) for each
10 additional unit. A one-time extension of thirty (30) days may be granted if
11 applicant can show just cause for temporary certificate of occupancy to be
12 extended. Applicant shall pay extension fee of Eighty Dollars ($80.00) for each
13 extension request.
14 B. Residential. Fifty Dollars($50.00)
15 Temporary Certificate of Occupancies issued for residential occupancies shall
16 expire ninety(90)days from date of issuance. A one-time extension of thirty(30)
17 days may be granted if applicant can show cause for Temporary Certificate of
18 Occupancy to be extended. Applicant shall pay extension fee of Seventy Dollars
19 ($70.00) for each extension request. Failure to obtain a Permanent Certificate of
20 Occupancy after expiration of a Temporary Certificate of Occupancy may result
21 in issuance of a Citation for appearance in Little Rock District Court. This may
22 also include disconnection of utilities. Fines for occupying a structure without a
23 Permanent Certificate of Occupancy may be assessed up to Two Hundred Fifty
24 Dollars($250.00)per day for each occurrence.
25 II. Electrical Permit Fees
26 A. New Construction.
27 1. One(1)and Two(2)-Family Dwelling: 0.10/square-foot under roof
28 2. All other occupancies: As set forth in the unit cost schedules in Subsection 8-
29 31(c)II.C.
30 B. Repair/Alteration/Addition to Existing Construction.

20 D. Temporary Power Requirements. Before any power is supplied to the permanent
21 distribution system of a building under construction, written notice must be submitted to
22 this office noting the length of time the temporary power will be needed before the final
23 electrical inspection is made,the understanding that the structure will not be occupied until
24 after the final inspection, and that the party submitting the request will assume liability of
25 any damage incurred as a result of disconnection of power from the building as a result of
26 a violation of this ordinance. The time limit on temporary power being furnished to the
27 building will be determined on the basis of need, not to exceed thirty (30) days. An
28 extension of time may be granted only be special permission.
29 After release for connection to electrical service, if connection is not made within six (6)
30 months, a new meter loop permit and inspection approval will be required before release.
31 E. Expiration of permits shall be assessed as provided in Subsection 8-31(c)I.T.
32 F. Minimum fee for permit for electrical work shall be Fifty Dollars($50.00).
33 G. Work with No Permit. In case it shall be discovered that any electrical work has been
34 installed or put into use for which no permit has been issued, the violator shall pay a fee
35 equal to three(3)times the permit fee which shall have been paid for work done in violation
36 thereof and no additional permits shall be granted until all fees have been paid.

1 III. Plumbing Permit Fees
2 A. New Construction.
3 1. One-and Two(1)-Family Dwellings: $0.10/square-foot under roof
4 2. All other occupancies:
5 As set forth in the unit cost schedules in Subsection 8-32(c)III.B.
6 B. Repair/Alterations/Addition to Existing Construction.
7 1. Unit Costs-Each Plumbing Fixture Outlet or Appliance $6.00
8 Shall include each water closet, urinal, bidet, sink, lavatory, basin, laundry sink,
9 wash tray, beer or soda fountain, bath tub, hot tub, shower, sauna, drinking
10 fountain, wet bar, washing machine, hose cabinet or hose rack, fire pump, sewer
11 ejector, cooling tower, sill cock, dental unit, hub drain, floor, area or roof drain,
12 sand trap, grease trap, sump pump or any other plumbing element commonly
13 known as plumbing fixture.
14 2. Water Service $30.00
15 3. Water Housepiping $30.00

1 E. Minimum fee for any permit for plumbing work shall be Fifty Dollars($50.00).
2 F. Work with No Permit. The penalty for failure to obtain a permit for work as called for in
3 City Code shall be as described in the penalty section of this code, and in addition to any
4 such fine or imprisonment as may be imposed pursuant to said penalty section,the violator
5 shall pay a fee equal to three (3) times the permit fee that was paid for work done in
6 violation hereof.
7 N. Heating/Air Mechanical Permit Fees
8 A. New Construction.
9 1. One-and Two-Family Dwelling: 0.10/square-foot
10 2. All other occupancies. As set forth in the cost schedules in Subsection 8-31(c)N.B.
11 B. Commercial and Residential Replacements, Repairs, Alterations and Additions.
12 1. Total Valuation Mechanical Fee Schedule
13 $500 and less No fees, unless inspection required, in which case a
14 $25.00 fee for each inspection shall be charged.
15 $100.01 to $50,000 $50.00 for the first $2000.00 plus $6.00 for each
16 additional thousand or fraction thereof
17 $50,001 to $100,000 $350.00 for the first$50,000 plus$5.75 or each additional
18 thousand or fraction
19 $100,001 to $500,000 $640.00 for the first $100,000.00 plus $5.50 for each
20 additional thousand or fraction thereof
21 $500,001 and up $2840.00 for the first $500,000.00 plus $5.00 for each
22 additional thousand or fraction thereof.
23 Boiler Permits are issued only with proof of special boiler license.
24 2. Inspection(each) $25.00
25 3. Re-Inspection(each) $45.00
26 4. Investigative Inspection(each) $45.00
27 C. Minimum Fee for any Hearing/Air or Mechanical Permit shall be Fifty Dollars($50.00).
28 D. Expiration of permits are addressed as per conditions of Subsection 8-31(c)I.S.
29 F. Work located out of City Limits shall be charged a surcharge of 50%of total permit charge.
30 G. Penalties (Working Without a Permit). Where work for which a permit is required by the
31 Arkansas Mechanical Code is started or proceeded prior to obtaining said permit, the fee
32 herein specified shall be tripled;however,payment of such triple fee shall not relieve any
33 person from fully complying with the requirements of the Arkansas Mechanical Code in
34 the execution of the work nor from any penalties prescribed herein and no additional
35 permits shall be granted until all fees have been paid.

1 Section 2. Repealer. The provisions of all technical codes, ordinances and codes of ordinances in
2 conflict with the provisions of this ordinance are hereby repealed.
