PLANNING CONSIDERATIONS:
No adverse comments have been received from any reviewing
agency regarding this request. Engineering points out that
this property will have no access from the Mills Freeway and
limited use potential will exist. The requested zoning is
clearly spot zoning. There are two long-standing
nonconforming commercial uses in the block to the south and
west. Staff opposes a proliferation of outdoor advertising
signs along I-630.
STAFF RECOMMENDATION:
Staff recommends denial.
PLANNING COMMISSION ACTION:
The applicant was present, and there were no objectors.
There was a discussion by Tom Wilkes, who spoke representing
the owner, about the history of the property and a certain
amount of speculation about the proposal to use the property
for outdoor advertising as well as its other use potential.
The applicant, Mr. Whitbeck, stated the sign on this
property that he is proposing would be comparable to the
sign that he recently erected on Cantrell Road. He stated
that the yard area would be landscaped and that it would be
a single -sided outdoor advertising sign with an electronic
clock and temperature device on the location at Cantrell
Road. After a lengthy discussion, the Commission moved to
approve the application as filed. The motion passed: 6
ayes, 4 noes and 1 absent.
