STAFF ANALYSTS•
The property, a city block, is currently classified "PCD",
and the request is to rezone the land to 110-311. The
proposed use is a medical clinic with necessary parking.
The site is vacant, however, prior to the PCD action there
were seven residences on the block. The structures were
removed after the PCD approval.
In 1982, the City approved a PCD for the site under
consideration, the block directly to the west and half a
block to the south. The proposal was for a motel, office,
and multi -family development. There is an existing office
building on the block to the west that was in place prior to
the PCD proposal. Components of the PCD included a motel on
the block in question, a restaurant and additional office
space on the land to the west, and multi -family units on the
half block between Elm and Cedar. After the overall concept
was approved, there were several modifications made to the
site plan including limiting the project to the office use
with parking on 1 1/2 blocks. Two one-year extensions were
granted early on for the PCD. There has not been any City
action on the development since 1985 or 1986.
Zoning in the area is fairly mixed with R-3, R-4, R-5, 0-1,
0-3, C-3, PRD, and PCD. The existing commercial zoning is
situated adjacent to west 12th, 3 blocks to the south, and

the office zoning is found on both sides of I-630. Prior to
the PCD, the block under review was zoned R-4 and 0-3.
Land use found in the neighborhood includes single-family,
multi -family, office, commercial, and a church. There are
also some undeveloped lots and vacant structures scattered
throughout the neighborhood. Across I-630 and to•the
northwest, is the VA/UAMS Medical Complex. A large church
is situated on the block directly to the south.
The Stephens School Neighborhood Plan identifies the
Pine/Cedar block for office use along with two blocks to the
east and west. Therefore, the proposed 0-3 is compatible
with the adopted plan and Staff supports the requested
office reclassification. An 0-3 rezoning should not have an
impact on the surrounding properties and other land uses in
the neighborhood. By approving the previous PCD, the City
recognized that the block is suitable for non-residential
use and an 0-3 will permit uses that are less intense than a
motel.
(In addition to acting on the rezoning request, the Planning
Commission must also endorse a resolution recommending to
the Board of Directors that a portion of the existing PCD be
revoked.)
ENGINEERING COMMENTS:
Pine and Cedar Streets are classified as collectors on the
Master Street Plan. Dedication of additional right-of-way
for both streets will be required.
STAFF RECOMMENDATION:
Staff recommends approval of the 0-3 rezoning.

PLANNING COMMISSION ACTION (February 26, 1991)
The applicant was present. There were no objectors. The
item was placed on the consent agenda. A motion was made to
recommend approval of the 0-3 rezoning as filed. The motion
passed by a vote of 8 ayes, 0 nays, and 3 absent.
The Planning Commission also approved a resolution
recommending to the Board of Directors that a portion of the
existing PCD be revoked. The vote was 8 ayes, 0 nays, and 3
absent.
