PLANNING CONSIDERATIONS:
No adverse comments have been received from any reviewing
agency regarding this request. The property to the north,
also owned by the church is presently zoned "I-2" Light
Industrial and on this agenda for a conversion adjustment to
"C-3" General Commercial. The proposed zoning would place
all of the property into a zoning classification which will
permit a church "by right," sidestepping the requirement for
a conditional use permit. The proposal is to construct a
new church with the long-term intention of adding to the
facilities as time and financing permit.
Staff feels that it is necessary to protect the residential
neighborhood to the south from the possibility of commercial
intrusion. This residential area is stable and in good
condition.
STAFF RECOMMENDATION:
Staff recommends denial of the zoning requested, as the
church can be constructed under the conditional use permit
process in the existing 11R-2" Single Family District.

COMMISION ACTION:
The applicant was present, and there were no objectors. The
applicant discussed the church's intention of constructing a
new facility with the idea towards expanding it to
accommodate other church related activities in the future
and his desire to avoid having to follow the conditional use
process which would require them to return to the Planning
Commission periodically for further approvals. He stated
that the church had been located on that particular property
for about 18 years and that they had always enjoyed a
pleasant relationship with surrounding neighbors.
The Planning Commission followed the Staff's line of
thinking and made a motion to deny the "C-3" and expressed
its intention to approve an appropriate conditional use
permit at a later date for the church. That motion was
passed: 10 ayes, 0 noes and 1 absent.
