Dix LOCATION: Aldersgate Road (West Side) at 18th Street REQUEST: Rezone from "AF" Agriculture and Forestry to "MF -24" Multifamily PURPOSE: Multifamily Development SIZE: 12 Acres EXISTING USE: Vacant SURROUNDING LAND USE AND ZONING: North - Office and Single Family, Unclassified South - Aldersgate Camp, zoned "R-2" East - Rural Residential, Unclassified West - I-430 PLANNING CONSIDERATIONS: No adverse comments have been received from any reviewing agency. This property is in the process of annexation and being subdivided for small lot multifamily residential development. The proposed structures will range from four to 12 units each, located on 22 lots as being platted. The proposed zoning is compatible with the Suburban Development Plan, which shows the area for multifamily residential use at a density ranging from 18 to 36 units -per acre. STAFF RECOMMENDATION: Staff recommends approval. COMMISSION ACTION: The applicant was present, and there were no objectors. There was a lengthy discussion of the differences between "MF -24" and "MF -18" in terms of development potential. It was pointed out that in "MF -24" the applicant proposed to construct one bedroom units, which meant that likely not December 15, 1981 Item No. 1 - Continued more than two adults per unit would be present, whereas if the proposal were approved only for ''MF -18," the applicant would be forced to construct two bedroom units, which would likely result in as many as four adults per living unit. The applicant stated that more traffic and cars would be generated by "MF -18" than by "MF -24." He stated that his market was primarily the young adult working person who either was single or a single parent. John Blundell, Administrator of Aldersgate Camp, discussed his concern about drainage, water quality and sewer capacity relative to this development. There was some discussion about these matters and finally the applicant offered to work with Aldersgate and try to come to some solution of the problem or some agreement whereby there would be assurances that no harm would come to the Aldersgate Camp. After this discussion, the Commission moved to approve the "MF -24" rezoning, contingent upon an agreement being reached between the applicant and Mr. Blundell relative to water quality issues, runoffs and sewer issues prior to this application's submittal to the Board of Directors. Staff is to report back to the Planning Commission at the January 12 meeting that such agreement has been reached. The motion passed: 10 ayes, 0 noes and 1 absent.
