All access to this property comes from Elm Street. The town of Mabelvale is perhaps typical of small town America with regard to its mixture of land uses. In town, in a greatly scattered pattern, are single family dwellings, mobile homes, churches, auto repair garages, welding shops, small stores and public or quasipublic facilities. No coherent zoning pattern would accommodate the adjacent land uses or provide any equitable treatment of existing land uses. Staff has taken a hard look at the land use pattern and determined that because of the single major street pattern established by the Master Street Plan, which calls for Mabelvale Pike, Main Street, East 3rd Street and Sardis Road to be of one continuous arterial segment through town, Main Street and 3rd Street can form a reasonable eastern and southern boundary to the nonresidential development of the property to the west and north of those two streets. Staff insists that the appropriate form for this to take is one in which zoning is approved for those properties which abut existing similarly zoned property so that the nonresidential zone is being expanded rather than permitting spot districts. September 29, 1981 Item No. 7 - Continued Staff further feels that industrial zoning is more appropriate than commercial. Significant commitments have been made to larger tracts to the south and west for industrial development, but there appears to be the need for smaller tracts which will provide locations for service type support industries. The industrial cleaning plant proposed for this site is an example of that type industry. STAFF RECOMMENDATION: Staff recommends approval. COMMISSION ACTION: The applicant was present, and there were no objectors. After a brief discussion, the Commission moved to approve the application as filed. A motion was passed: 10 ayes, 0 noes and 1 absent.
