Cloar, Jr. Between Pierce and Fillmore Streets, north from Cantrell to the alley north of "R" Street Rezone from "R-2" Single Family to "O-l" Quiet Office Church and related facilities 3 acres + Existing Use: Church and single family SURROUNDING LAND USE AND ZONING North - Commercial, Zoned "C-3" South - Residential, Zoned "R-2" East - Commercial, Zoned "C-3" West - Commercial, Zoned "R-4" PLANNING CONSIDERATIONS The purpose of this zoning request is to permit a phased development of an educational building, a family life center and ultimately, a sanctuary for the Calvary Baptist Church. While the proposed zoning is not compatible with the Heights/Hillcrest plan, the use of the property is. A church, being a conditional use within the "R-2" district, would be required to come back to the Planning Commission prior to each building permit application. With "O-1" zoning and subsequent site development plan approval by the Planning Commission, further lengthy application should not be necessary. Surrounding zoning patterns for the north, east and west virtually assure the reasonableness of this request. In the past, a 25-foot "buffer" has been established along the Cantrell Road frontage and it is desirable to continue this practice here. No adverse comments have been received from any reviewing agency regarding this request; however, there is a requirement for additional right-of-way on Cantrell Road. the applicant's survey indicates that about 54 feet of right-of-way exists where 100 feet is required. May 26, 1981 Item No. 13 - Continued STAFF RECOMMENDATION Staff recommends approval with the condition that "OS" zoning be applied for to the south 25 feet of Block 11, Mountain Park Addition, along the Cantrell Road frontage. COMMISSION ACTION The applicant was present, and there were no objectors. The applicant stated that the church was willing to agree to the 25 foot "OS" zoning along the Cantrell Road frontage. After a brief discussion, the Commission moved to approve the application as filed, with the condition that the south 25 feet of Block 11 be zoned "OS." The motion was passed: 9 ayes, 0 noes and 2 absent.
