No adverse comments have been received from any reviewing
agency regarding this request. There is expected to be some
neighborhood resistance to the zoning proposal. The
applicant intends to establish a halfway house at this
location along with some offices, and there are no
provisions under the new ordinance short of rezoning the
property.
The surrounding neighborhood appears to be fairly stable
with the exception of the burned out house to the west. The
freeway construction activities give the area a more
disruptive appearance than appears to be warranted looking
deeper into the neighborhood. If approved, the zoning could
be clearly classified as spot zoning.
STAFF RECOMMENDATION
Since the original staff recommendation was written, the
applicant has requested that the item be withdrawn from the
agenda. Staff recommends withdrawal without prejudice.
