There was a general discussion concerning the Sunset provision in the ordinance the removal of portable buildings as used by the tittle Rock School District and thetying of the Sunset clause to the approval of this application request. Staff stated the original a approval was in 1999 and was to expire in 2009. Staff stated a condition of aproval would be the removal of the temporary building. p Mr. Graham stated the request was for the addition of 65 students to the facility. He stated the school did not let out during peak traffic on West Markham Street and he ha seen a few children who did walk to West Markham Street to ride CATA. d The Commission questioned the school as to the statement in the write-upconcerning contract for new construction. Ms. Beth Lane stated the current ower was ot interested in expanding the facility and currently had the building up for sale. stated the intent was for the new owners to expand the existing building to aloe additional classroom space and then the portable building would be removed. The e Commission questioned the total number of students allowed. Ms. Lane indicated State had approved a maximum of 450 students at the facility. She stated the school was offering split schedules to reduce the number of students accessing the site during peak times to help control traffic. The Commission questioned the total square footage g of the existing building and the total number of classrooms. The applicant stated th building was 19,000 square feet witil 17 classrooms. e A motion was made to approve the request as filed. The motion carried b a 9 ayes, 0 noes and 2 absent. Planning Staff Comments 1. All owners within 200 feet of the property have been notified, and proof of notification has been delivered to your office. 2. The Building square footage has been shown for on the site plan for the existing as well as the proposed structure. 3. The existing and proposed structures will not be attached, but will have covered walkways connecting them. 4. The temporary structure will be installed in July for the upcoming school year, and will be used for a period of approximately 3 or 4 years, or until the school builds an additional permanent facility. 5. The current school has 28 employees, and has plans to hire an additional 5 employees for the upcoming school year. 6. The school will meet all lighting requests. 7. The proposed wall, along with the proposed sidewalk and stairs is shown on the site plan. 8. Once the structure is removed, the school will dress up the area, as well as seed and fertilize the area so as to promote growth. Public Works Comments 1. The school will agree to replacing or repairing any damaged infrastructure in the public right-of-way if damaged during construction. 2. Our office has discussed the proposed side slopes with Mr. Vince Floriani. The site plan currently shows a 2:1 side slope, which exceeds the 3:1 side slope which does not contain terraces. Since the proposed will not be visible from the street, Mr. Floriani does support our request for a variance for using a 2:1 side slope. 3. Landscape Comments From the review committee meeting, our office understood Mrs. Marvel to say since the site already had an existing structure, some of the requirements for landscaping will not be required. There is an irrigation system already in place. The school will meet with Mrs. Marvel to ensure the city that any additional landscaping needed will be provided. We are pleased to share with you a small sampling of the success our school has enjoyed (for a complete look at our school, we welcome you to visit our website at www.lisaacaderriy.or): • For the first time in Arkansas history, our math coach led Arkansas to 12`x' place in the nation in MathCounts — right after California and Florida — the highest Arkansas has ever achieved. • LISA Academy achieved 1St place in Little Rock Chapter and State MathCounts competition for 2006. • For the American Mathematics Competition -8 (which included over 170,()00 students), LISA Academy had three students who received the Distinguished Honor Holl Certificate for scoring in the top 1% in the nation, and six students who received Honor Roll Certificates fcir scoring in the top 5% in the nation. • We received 1St place in the ACTM State and Regional Math Contest for Algebra I. • We received three lstplaces, two 2"4 places and three 3r4 places in the 2006 Foreign Language Festival. • LISA Academy received a total of 74 awards from the Central Arkansas Regional Science Fair in 2006 and Junior Academy of Science (the most of any school in the region). ■ We are privileged to rank above the State average in our ACTAAP and IOWA test results, and above the National Average in all subjects for 2005-2006 ACT 8th Grade Explore Test. In addition to our academic success, LISA Academy also provides a myriad of exciting field trips and activities for our students to round out their education. With this being said, LISA Academy has seen such incredible growth in our school that we now need to add some temporary classrooms until we can expand our current building. We will have a public hearing before the Little Rock Planning Commission on June 22nd at 4:00 pm to seek a permit to place a custom-made modular classroom on the west side of our building. The classroom would be installed in such a way where most of it would not even be seen from the road, and we intend to landscape in such a way as to enhance the property.
