Staff has not heard from neighbors at all. The request, if approved, would create conformity for a recently renovated duplex and garage apartment. No additional new construction is proposed. There is a mixture of residential types spread throughout the neighborhood and the zoning pattern is somewhat a shotgun pattern as well. Clearly the proposed zoning can be classified "spot zoning." STAFF RECOMMENDATION Staff recommends denial. COMMISSION ACTION The applicant was not present, and this was the second time that he had failed to show. The Commission moved to approve the application as filed. The motion failed on a vote of 0 ayes, 9 noes and 2 absent, and the application was declared to have been denied.
