Sent: Thursday, October 20, 2022 2:03 PM To: 'Jill Judy' Subject: RE: Scheduling site visit Attachments: HDC2022-021 signed.pdf Good afternoon Jill, Please see attached COC. I will also send this over to Michael, so he has it for his records. I'm glad a solution could be found! Thank you for your apology, it is very sincere and meaningful, and I whole heartedly appreciate it. I understand the frustration, especially with all you have going on and it being the result of an attempt to help a neighbor. Another problem to solve can be the straw that breaks the camel's back when we have too many things to carry and nothing we feel we can set down or set aside. I'm glad to hear your foot surgery went well! Any physical issue or concern always makes me anxious. I hope your recovery is smooth and the work you are doing for each building in your care goes as planned so you can rest easy! I'm happy to work with Haley for the other projects. She's welcome to call or email for assistance. I'll be out of office most of next week attending the window restoration workshop hosted by QQA but will be checking emails periodically to not get too behind. Thank you so much for working with him. He's a very happy camper. Also, I wanted to take a moment to apologize. The last time we spoke, I regret that I shared some of my frustrations with our historic policies with you. I was out of line and I'm really sorry. I had a serious procedure done on my foot last Friday which has had me very anxious. The surgery went well, but I'm supposed to be in bed or on crutches for the next three months and I guess that, and all this construction, has had me a bit frazzled. This is not an excuse, but hopefully an explanation of my unfounded rudeness. While I am sure we will have disagreements in our future together, you have been nothing but wonderful to me and you merit incredible respect in your position, and I will strive to give you that respect. 1 Anyway, I may ask my construction manager, Haley Shelton, to deal with you directly on our 8th street Victorians or 1107 Cumberland, if she needs advice. For the fence, I will put her in touch with the homeowner and give her a copy of the COA so the fence issue should resolve itself shortly. Thank you for all you do Hannah. I think this suggestion is an amicable location and we can move forward with a COC if that works with you. Is the fence on his property or your property? If it is his, then a signed affidavit will need to be provided with you as the representative. Attached is a draft COC for your review. I will take me up second or two to absorb some of this and figure out a plan of action but this really is great information. Thank you so much for your help! See attached street view with red line marking the location. This correction can be administratively approved. If you'd like to keep the fence where it is currently, you'll need to go 3 before the Commission and request a variance. I suggest that landscaping be used for 512 E 81h to regain privacy. 514 E 81h — Porch step railing: I've located photos of the missing railings. Both structures were listed to the National Register in 1982. Photographs from their nominations show the original railings (photos attached). It looks like the railings were removed at some point. The replacement of both railings will need to be processed as a COA. 1107 S. Cumberland — Replacement Windows: I've talked with the National Register staff about this case and Ralph has clarified that the front 6-over-1 windows were originally 6-over-6. According to our casefile records, the original windows were all replaced without a permit in 1994. In 1995, the vinyl replacements on the sides and rear were approved retroactively (ugh), and the front windows were conditioned to be wood, but they allowed them to be 6-over-1 rather than the original 6-over-6. Ralph has also suggested that the 9-over-6 windows with transoms were likely 9-over-9 originally, no transoms. If you are replacing the front windows, I believe we would suggest they be returned to the 6-over-6 configuration. For the side windows that currently have transoms, 9-over-9 wood replacements would likely be an amicable solution. The windows would need to be a COA. 507 E 7th — porch top rail replacement: Let's do a COC on this when you are ready to address the other wood repair issues. Are there any other projects I forgot to dig into? Thanks, Hannah Ratzlaff Urban Designer & Historic District Commission Staff Planning & Development, 723 W. Do you think you might have time to get together tomorrow at 2:30? If not, I have any afternoon open next week except Friday. Choose a time that's good for you and we can make it happen.
