I think these would be a more appropriate solution, yes. Please include any additional alterations you plan to do to the
exterior in your application, such as the reroofing of the porches. Some items might be administratively reviewed, and it
is typically best to include everything in one effort to save time and expense.

Good morning Mr. Hiegle,
Thank you for your phone call yesterday. To reiterate and to provide an answer to your question: One of the primary
purposes of the design guidelines is to prevent the loss of historic fabric in the MacArthur Park Historic District. The
structure at 418-420 E 15th is a contributing structure to the district, meaning that it is listed on the National Register of
Historic Places and has retained its integrity. However, the recent unpermitted alteration to the porch supports might
have delisted the structure from the register. The loss of contributing structures affects the eligibility of the district
which is tied to property owner access to state and federal rehabilitation tax credits. 418-420 E 15t" was an eligible
structure for both the state and federal tax credits programs, and these could have been utilized for the improvement of
this structure with a 41% return to the owner.
The character of investment is significant to this neighborhood and historic district. When changes are made to the
exterior of structures in the district, property owners in proximity are notified so that they may have the opportunity to
voice concern, support, or opposition to projects that may jeopardize the district's National Register eligibility. It is a
right they have pursuant to the City of Little Rock Code of Ordinances Sec. 23-117. If the owner is unwilling to submit an
application to the Historic District Commission to remedy the violation, the owner will be issued a citation for violation
of the ordinance which will require them to appear as a defendant in court.
I am happy to assist in finding a more appropriate solution for the structure that is respectful of its historic integrity and
that retains its status on the Register. To start, do you know what neighbor took the porch columns? We have a strong
relationship with the neighborhood association and might be able to find the columns. Secondly, if the first is not
possible, as an alternative, I suggest considering porch supports that are similar in design and material to the ones that
were replaced.

Good afternoon Mr. Heigel,
Good to talk with you this afternoon about your project at 418-422 E. 151h. Thanks for giving me a call! Just to summarize
some basic information about the MacArthur Parks Local Ordinance Historic District and the Little Rock Historic District
Commission:
The property at 418-422 E 15th is within the MacArthur Park Local Ordinance Historic District. The goal of the local
ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design,
architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject
to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160,
that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need
to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their
regularly monthly public meetings.

In this section, you will find information regarding the HDC, the design guidelines and the application process. Guidelines
on porch rehabilitation can be found in Section III.
Please complete the application with description of proposed work (or request for retroactive approval of unpermitted
work) and email to me with the requested support documents. The next filing deadline is October 315t for the
December 1st public hearing.
Saxion Enterprises LLC bought the building on June 24, 2022 and a letter was sent to the owner's mailing address on July
22, 2022 notifying them of their property's inclusion in the MacArthur Park Historic District and it's regulations. They
also own another building in the district and have applied for HDC approval before and are aware of the process. I do
want to add that the structure is a contributing structure to the historic district and, therefore, is eligible for historic
rehabilitation tax credits. The removal and replacement of the porch supports might delist the property from
contributing to the district and cause the property to be ineligible for multiple funding opportunities in the future.
Financially, it is usually in the owners benefit to keep the structure listed.
Lastly, were the columns on the rear porches removed as well? A solution might be to move those to the front porches if
there are enough of them. Something to consider. I'm also happy to come take a look at the property to provide
technical assistance towards a possible solution.
