Good afternoon Mr. Heigel,
Good to talk with you this afternoon about your project at 418-422 E. 15t". Thanks for giving me a call! Just to summarize
some basic information about the MacArthur Parks Local Ordinance Historic District and the Little Rock Historic District
Commission:
The property at 418-422 E 15th is within the MacArthur Park Local Ordinance Historic District. The goal of the local
ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design,
architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject
to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160,
that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need
to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their
regularly monthly public meetings.

In this section, you will find information regarding the HDC, the design guidelines and the application process. Guidelines
on porch rehabilitation can be found in Section III.
Please complete the application with description of proposed work (or request for retroactive approval of unpermitted
work) and email to me with the requested support documents. The next filing deadline is October 31" for the
December Vt public hearing.
Saxion Enterprises LLC bought the building on June 24, 2022 and a letter was sent to the owner's mailing address on July
22, 2022 notifying them of their property's inclusion in the MacArthur Park Historic District and it's regulations. They
also own another building in the district and have applied for HDC approval before and are aware of the process. I do
want to add that the structure is a contributing structure to the historic district and, therefore, is eligible for historic
rehabilitation tax credits. The removal and replacement of the porch supports might delist the property from
contributing to the district and cause the property to be ineligible for multiple funding opportunities in the future.
Financially, it is usually in the owners benefit to keep the structure listed.
Lastly, were the columns on the rear porches removed as well? A solution might be to move those to the front porches if
there are enough of them. Something to consider. I'm also happy to come take a look at the property to provide
technical assistance towards a possible solution.
