PLANNING CONSIDERATIONS

No adverse comments have been received from any reviewing
agency, and no neighboring property owner has responded to
the notice. This property lies within the Rock Creek
annexation area, and the proposal would present a departure
from the plan established for the area. The applicant is
proposing to downzone the "0-3" tract to the north with the
expection that this property would be combined with both
properties to the north in a single development.
Staff feels that this property could be developed in
conjunction with the two properties to the north, but there
are one or two concerns. The major concern relates to the
method by which access to the property will be gained. If
primary access is to Markham Street and secondary access is
the Nix Road, then there would be no major problems. Access
to the west through Parkway Place Subdivision is not
desirable.
A meeting is being scheduled to discuss the proposed
development of this property with the applicant, and
hopefully by the Planning Commission meeting on Tuesday,
staff can make a recommendation.
STAFF RECOMMENDATION
Staff is not opposed to the requested zoning, but we make no
recommendation pending the meeting cited above.

COMMISSION ACTION
The applicant was present and there were no objectors.
Burton Speights discussed the various issues that had been
raised in the staff recommendation. He stated they had been
in conversation with Winrock Development Company and that
Winrock had expressed a desire to work with them. They
understood the issue of the possible traffic through the
Winrock Subdivision and were considering a change in the
design of the abutting subdivision phase. The applicant
further discussed the Rock Creek Plan and the Suburban
Development Plan as it relates to this application and
presented a site plan of the proposed development. There
was a lengthy discussion of the issue. Staff had held firm
in its recommendation to defer the matter to allow more time
to look at the plans as well as to tie down the access
issues.
After a lengthy discussion, the Commission moved to approve
the application as filed. The motion was passed: 9 ayes,
1 no, 1 absent.
