Owner/App.l_i cant.: Richard Smith/John Rees PROPOSAL: The development of a 41,000 square foot Office Showroom Warehouse which is allowed by right in a 110-3" General Office Zoning as a Conditional Use Permit (Section 36-281-B.3). ORDINANCE DESIGN STANDARDS: SITE LOCATION: Adjacent to two residential streets (Woodland Heights and Fairview Roads). COMPATIBILITY WITH NEIGHBORHOOD: A variety of uses abut this site. South, commercial and residential, west, office, east, a church with school and office, and north, multi -family. The proposed development will consist of approximately 3.2 acres. Staff feels that with existing use, this particular proposal is compatible with the neighborhood. ON-SITE DRIVES AND PARKING: No on-site drives or parking existing in as much as the property is vacant. Once developed, the applicant will provide -for three (3) curb -cuts and exceed the parking requirements for a use of this type inclusive of the paving requirements. SCREENING AND [SUFFERS: The applicant proposes to add zoysia grass, more bushes and shrubs along with a sprinkler system. The site will also have a retaining wall on the west side. No. 11 Continued through the property shall be rerouted further south of the south drive with provisions made for transferring or making it into a culvert upon commencement of Phase II. CITY ENGINEERING COMMENTS: ........ Sidewalks should include handicap ramps. Also, the development will have to meet the requirements of the excavation and detentions ordinances as they apply per Engineering Review. ANALYSIS: ........._..�.......................... The Staff does not foresee any adverse impact on the surrounding uses in the area as a result of the proposed use. However, Staff would like to reiterate to the applicant that the office, warehouse, showroom display is allowed by right as a Conditional Use in the "0-3" zoning which specifically excludes any type of retail sales, i.e. contractors, builders cannot purchase supplies being sold on the premise as one permitted type of service. The warehouse space shall not consume more than 60% of the individual. space. The building shall be constructed of brick veneer with glass along front and sides and masonry and garage doors in the rear. The building will have avery solid, traditional look that should add quality to the neighborhood. STAMP RECOMMENDATION: Approval, subject to the applicant agreeing to: 1) no retail sales; 2) meeting of the present landscape ordinance requirements; and 3) adhering to the issues as specified by the Engineering Department. SUBDIVISION COMMITTEE REVIEW: The applicant was not in attendance. Discussion occurred regarding an increase of the landscaping which will reduce the parking spaces, but still allow the applicant to meet the required number. The Little Rock Municipal Water Works is requiring water connection to be at the northwest property corner. There were no other unresolved issues discussed. P6 August 28, 1990 SUBDIVISIONS Item No. 11 (Continuedi Mr. Rees was then asked if he would consent to a two week deferral. Mr. Rees stated no because of time constraints and he shouldn't be penalized, as Staff stated he did meet all the requirements. Staff then stated to the Commission that there is a thirty - day appeal process that is established for the applicant and any other persons, who may oppose the Conditional Use Permit once approved by the Commission. The appeal is handled at the Board of Director's level and filed with the City Clerk's Office. More discussion continued regarding the types of uses that go in a office, showroom, display warehouse use. One Commissioner felt that the applicant and Staff were not thinking on the same lines. Another Commissioner then stated that it was up to Staff to make those type of decisions. Staff and Mr. Rees felt that some understanding could be agreed upon. The question was then called in the form of a motion to approve the Conditional Use Permit per the Staff's recommendation. The motion passed by a vote of 7 ayes, 1 nay, 2 abstentions (Oleson and Miller) and 1 absent. 4
